Job: National Project Coordinator

Since 2011, the Revolutionary Government of Zanzibar in collaboration with UNDP has made good progress in reforming and modernising the justice sector in Zanzibar. The focus on the initial engagement was to revitalise the justice system and in improving the capacity of institutions for effective justice service delivery in Zanzibar.

The successful development and rollout of a five-year Legal Sector Reform Strategy (2014 – 2019) as part of the Support to Zanzibar Legal Sector Reform Project has been highlighted as one of the critical achievements of this engagement. A lesson learned from the implementation of the strategy underscored, among others, the need to enhance the accountability and responsiveness of justice institutions to the legal requirements of the people as well as reinforcing the capacity of the justice system to adapt to the evolving legal context of Zanzibar. Other areas of need include enhancing access to legal aid services and supporting coordination and effective data management across the sector.

In response to the above needs, the Revolutionary Government of Zanzibar in collaboration with UNDP has launched the Promoting Legal Empowerment and Access to Justice Programme (LEAP) which is designed to pursue strategic initiatives that enhance access to justice, the rule of law and the application of human rights in Zanzibar. The project aims at strengthening the justice institutions to provide effective and accountable justice services and in empowering the public to understand and manage their legal issues through increased public awareness and engagement. LEAP utilises a combined approach of capacity building and awareness raising, legislative reform and systems development in ensuring that the law and justice institutions work for the people of Zanzibar. The project, which is implemented through the Ministry of Constitutional and Legal Affairs (MoCLA) in Zanzibar as Implementing Partner and the Judiciary of Zanzibar, the Attorney General Chambers, the Office of the Director of Public Prosecution and civil society organisations as Responsible Parties.
In facilitating the effective implementation of the project, UNDP is recruiting a National Project Coordinator to work closely with MoCLA in ensuring the achievement of the project results. Under the guidance and supervision of the Technical Specialist, the National Project Coordinator shall work in close coordination/collaboration with the UNDP Governance Pillar and the UN Sub-Office in Zanzibar and is expected to establish and maintain direct, daily working relationships with institutions in the justice sector and other organizations identified under the project in ensuring proper planning, technical preparation, implementation and monitoring of activities. The incumbent is also expected to coordinate teams of individual and technical experts who will support the project in the development of strategic documents, tools and systems.

Duties and Responsibilities
Under the overall supervision of the Technical Specialist, the National Coordinator will be responsible for achievement of the following results:
Serve as liaison between UNDP and the Justice Sector in Zanzibar ensuring the effective and timely communication and action on issues relevant to the project;
Assume responsibility for the planning and conduct of the planning meeting as well as and quarterly Board meetings as well as the timely preparation and submission of the reports to UNDP.
Provide technical and coordination support to MoCLA in the implementation of planned activities under the LEAP project and the Annual Work Plan;
In cooperation with UNDP ensure effective administration and financing of the programme.
Ensure optimal cooperation and collaboration between MoCLA and other justice institutions concerning the implementation of all components of the LEAP project in Zanzibar;
Provide technical support to MoCLA in the preparation and timely submission of periodic project report to UNDP
Support the delivery of quality project outputs through quality preparation of annual and quarterly work plans, including budgets;
Ensure that project implementation complies with UNDP programme and financial management standards and procedures;
Represent the project and UNDP (as required) in security, governance and human rights forums in raising the profile of project and UNDP in Zanzibar.
Support MoCLA in planning the activities of the project and monitor progress against the approved work-plan;
Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.

Required Skills and Experience
Master’s degree in Law, Human Rights, Public Administration, Public Policy, International Development, or any other related discipline, additional qualifications in law would be of an added advantage.
Must possess (5) five or more years of professional experience in the field of law, legal sector reforms, public sector reforms, policy development, national planning, resource mobilisation, and capacity development
Must have knowledge and experience in project management for at least (5) five years
Proven experience in project cycle management in large projects including budget planning, financial management, monitoring and evaluation, with strong project reporting skills
Proven ability to conceptualize, develop, and plan as well as transfer knowledge and skills
Excellent interpersonal skills with experience of networking with partners at all levels
Excellent communication and advocacy skills
Experience working with or in international and donor organisations with the implementation of participatory programmes
Excellent computer skills.
Experience in implementing and reporting on donor-funded projects.
Demonstrated experience as a strategic thinker, communicator and motivator.
