Job Description
HelpAge International wishes to recruit a Livelihood Officer (LHO) for the Burundian Refugee Response programme based in Kibondo District in Kigoma Region, Tanzania. , S/he will be responsible for managing and ensuring the effective implementation and evaluation of programme activities procedures in consistent with standard practices and HelpAge International policy, procedures and principles.

Job purpose
To oversee implementation of Multi-Donor programme work in Community Based Protection, Income security and Livelihoods, and Advocacy while ensuring alignment and close working relationships with both internal and external stakeholders. The Livelihood Officer will take an active role and is expected to lead in the design, planning, implementation, reporting and MEAL activities for the designated Livelihoods integrated project. This also includes; development, strengthening, and management of an excellent working relationships with all participating stakeholders.
We are looking for a dynamic person with relevant skills, experience and qualifications to join a dedicated team responsible for implementation of project activities for Persons with Specific Needs (PSNs) and People with Disabilities (PWDs) including older persons in Nduta and Mtendeli
Person Specification
- A bachelor’s degree in Development studies, Social Sciences, or Business Administration.
- Demonstrate interest in ageing issues
- Experience in working with refugee population is preferred.
- Understanding of protection and human rights issues concerning the refugees a plus
- Knowledge of disability inclusion and Livelihoods training tools and methods
- Minimum of 5 years hands on relevant professional experience within NGO sector implementing large-scale/complex humanitarian development nexus program.
- Experience in participatory approaches in disability inclusive livelihoods and economic empowerment programming.
- Demonstrated experience of developing, managing and strengthening public -private partnerships (PPP) with a range of diverse partners, consortia and alliances in the field of inclusion, economic empowerment of vulnerable groups;
- Experience in application of the Rights Based Approach, Human Rights Based Approach (HRBA) in linking Relief and development;
- Working knowledge of inclusion, livelihoods disability sector in Tanzania
- Willingness to adhere and commit to HelpAge Values and Safeguarding Policies.

Person Specification
• At least Bachelor Degree in Accounting and/or Finance.
• CPA will be added advantage
• Minimum 5 years Financial management experience out of which 3 years must be with INGO
• Computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level, knowledge with SUN accounting package will be added advantage
• Facilitation and training skills;
• Advanced accounting skills
• Auditing skills
• Numeracy and ability to prepare accounts and other financial reports.
• Ability to function with a high degree of integrity
• Fluency in Kiswahili and English
• Ability to work under pressure and to short deadlines
