Overview of the role
The weekly Niambie radio programme has almost two million youth listeners. It provides a platform for young Tanzanians to examine the big questions and challenges they face. The programme seeks to enhance dialogue between young people and leaders, as well as examining opportunities for young Tanzanians to engage positively in community life and influence change in wider society. The project is now moving into an exciting new phase in which it will design new formats and content to help build women’s and girls’ agency and decision-making power and contribute to long-term social and behaviour change around the rights of women and girls in Tanzania.

We are looking for a Project Officer – Gender to support the day-to-day running of the project, with a specific focus on delivering gender equality investments across all its components.

Main duties & responsibilities
  • Plan and manage events relating to gender equality, likely to include (but not be limited to) training events for staff and partners delivered by the Senior Policy Adviser or other expert(s).
  • Participate in – and sometimes lead – the design and management of media production events on gender equality topics.
  • Support the Project Manager in ensuring the design of production plans, media content and training materials maintain a consistent focus on building gender equality and contribute ideas for maximising the project’s wider contribution to gender equality.
  • Support the Project Manager in tasks such as the co-ordination, planning, budgeting and reporting on all aspects of the project, logistics and procurement planning (including drafting ToRs for consultants), and managing the overall project’s detailed workplan.
  • Maintain an up-to-date understanding of available literature and analysis of gender dynamics in Tanzania and assist in communicating this to the project staff, partners and regular freelances.
  • Maintain and manage the Niambie project information database.
  • Lead on the development of detailed budgets for project events such as gender equality trainings.
  • Maintain an accurate and complete electronic filing system for important documents relating to the project.
  • Understand and comply with the Safeguarding policy and the staff Code of Conduct.
  • Participate in relevant mandatory training on Safeguarding and Respect at Work.
  • Report any Safeguarding concerns immediately, either to the Country Director, or using the Whistleblowing Policy. 
Skills, knowledge and experience requirements:
Essential

  • At least one year’s experience of working on a donor-funded gender equality project in Tanzania.
  • Demonstrable experience of managing safe, effective and efficient events.
  • Demonstrable experience of managing relationships with external partners.
  • Experience drafting clear project briefs, reports, Terms of Reference, contract details and other professional documents.
  • Experience of supporting a project teams administrative, procurement, logistical and operational needs.
  • Fluency in written and spoken English and Swahili.  

Desirable
  • Experience of planning and delivering training focused on gender.
  • Experience of working in the media sector in Tanzania.

Overview of the role

The Executive Editor will lead a dynamic team of media producers to create editorially-sound, high quality content for radio, online and potentially TV. S/he will take on editorial and technical responsibility for the delivery of all BBC Media Action content in Tanzania and will be expected to provide advice and support to producers across all projects on their content’s compliance with the BBC editorial guidelines, safeguarding policies and production standards.

The Executive Editor is a member of the Senior Management Team, reporting directly to the Country Director and will have strategic input into organisational development as well as the development of new projects and the expansion of the country office.

Main duties & responsibilities
Production

  • Take overall responsibility for the delivery of all broadcast outputs of BBC Media Action Tanzania, ensuring the editorial integrity, quality, value-for-money and timeliness of all broadcast and digital outputs.
  • Work with the Country Director and the global Editorial Development team to resolve any editorial issues and to ensure production teams fully understand and follow the BBC Editorial guidelines and values.
  • With support from central teams, ensure that BBC health and safety guidelines and safeguarding policies are strictly observed on all productions and that relevant staff are trained and briefed to manage risk effectively during production.
  • Work closely with the Senior Projects Manager to ensure that programmes meet project goals, the production team understands these goals, and outreach activities link with broadcasts.
  • Work closely with the Research Manager to ensure programmes reflect research findings and are effectively monitored and evaluated.
  • Work closely with the Partnerships Development Manager to develop and maintain positive external relationships with broadcast partners, other public and private broadcasters and relevant government institutions.
  • Creatively shape the concept of all new productions, or changes in productions, using knowledge of the local context to ensure outputs reflect the reality of the context in Tanzania and are successful in reaching target audiences.
  • Support the development of programme proposals for donors, and the recruitment of staff and freelances as required. 

Staff management
  • Line-manage Senior Producers and the Production Coordinator.
  • Ensure systems are in place for the effective operation of the team, including role-specific work planning, regular 1:1s and annual appraisals, and regular editorial review meetings.
  • Build the management capacity of Senior Producers to enable them to carry out their management responsibilities effectively.
  • Build the capacity of all production staff to deliver outstanding content. 

Organisational management
  • Ensure systems are in place to manage production resources, including all production equipment, and edit and production facilities.
  • Oversee production budgets for all relevant projects and ensure production complies with BBC Media Action’s finance and administration guidelines, as well as donor requirements – in particular that it provides excellent value-for-money and can be reported clearly and accurately.
  • Maintain and develop a close and supportive relationship with the BBC Swahili Service and the production side of any other relevant elements of the BBC in Tanzania.
  • Support the Country Director, and the Senior Projects Manager and their team, in writing production-related sections of reports for donors, colleagues, and the public.
  • Participate actively in BBC Media Action Tanzania’s Senior Management Team including representing the needs of broadcast teams and ensuring office, project policies and procedures are relevant and workable to meet the needs of production.
  • Support the Country Director in taking strategic decisions about current and future operations, based on a solid understanding of the risks and opportunities in the media-development sector.

Safeguarding
  • Understand and comply with the Safeguarding policy and the staff Code of Conduct.
  • Participate in relevant mandatory training on Safeguarding and Respect at Work.
  • Report any Safeguarding concerns immediately, either to the Country Director, or using the Whistleblowing Policy.  

Skills, knowledge and experience requirements:
Essential

  • At least seven years’ experience in radio production and the production of other broadcast and digital media platforms, and experience across a range of formats including factual.
  • At least three years’ experience in an editorial leadership position and demonstrable knowledge of BBC (or equivalent international standard) editorial values, aims and objectives.
  • Demonstrable creative ability, with a proven track-record in designing, developing and making innovative programmes.
  • Excellent interpersonal and leadership skills, significant experience of leading and managing diverse talent and production teams, and demonstrable commitment to gender equality and safeguarding vulnerable people.
  • Demonstrable experience of managing budgets of more than TZS 100 million (or the equivalent in another currency).
  • Experience of project planning, with proven experience of successful project management against tight deadlines.
  • Experience of setting up systems for managing production resources.
  • Experience of developing written plans and reports for internal and external audiences.
  • Excellent communication skills, fluent in English (verbal and written).
  • Experience of building and influencing high-level external relationships including government.
  • Experience of designing or commissioning training and learning for production teams.
  • Fluency in Kiswahili is essential.  

Desirable
  • Understanding of the principles of behaviour change communication and the role of gender equality in international development.
  • Experience of overseeing a multi-platform media production project.
  • Understanding of BBC (or equivalent international standard) health and safety requirements and safeguarding policies and how these can be applied within developing country contexts.
  • A proven ability to apply editorial standards to media-development and media-for-development projects.

Overview of the role

Gender equality and social inclusion are key elements of the projects in our portfolio and we are looking for a qualified and experienced expert to help us lead in this field. The Senior Policy Adviser – GESI will lead BBC Media Action’s efforts in Tanzania to design projects and create content that is always gender-sensitive and where possible truly gender-transformative, and also makes the greatest possible contribution to mitigating other elements of social exclusion such as disability and age. The Senior Policy Adviser will ensure all project development and project implementation is in line with BBC Media Action’s Gender Equality Approach and Strategy 2016-2020.

The successful candidate will be expected to work on all BBC Media Action’s current and upcoming projects in Tanzania. This is a cross-cutting role, but the senior adviser will be expected to spend a large proportion of his/her time initially working on our Niambie project, as it moves into a new phase with the aim of engaging and informing millions of young women and men around gender equality.

Main duties & responsibilities
  • Providing GESI technical advice on the development, implementation, evaluation and review of BBC Media Action projects in Tanzania.
  • Supporting the development and implementation of theories of change, communication strategies, and knowledge resources in GESI to increase the sophistication and effectiveness of the organisation’s work on gender equality and social inclusion.
  • Developing and maintaining relationships with gender and social inclusion focal points in the Government of Tanzania and among existing and potential development partners, civil society organisations and media houses, and representing the organisation’s GESI approach at meetings and workshops as required.
  • Leading organisational capacity-strengthening and learning on GESI, including through the provision of face-to-face support and training in Tanzania and supporting inter-country cooperation and the documentation of global organisational experience and learning.
  • Support the development and publication of materials on media, communication and GESI in the Tanzanian context.
  • Contributing to the development of new projects, including potentially drafting key parts of funding proposals.
  • Understand and comply with BBC Media Action’s Safeguarding policy and the staff Code of Conduct.

Skills, knowledge and experience requirements:
Essential

  • At least seven years’ proven practical experience working on gender equality and social inclusion in international development, with a strong relevant academic foundation, including experience of providing effective GESI technical advisory support to development organisations.
  • Proven ability to work effectively with government from the national to the local level, including developing new working relationships where necessary and being adaptive and flexible when governance contexts change.
  • At least three years’ experience in designing and delivering effective training and mentoring to diverse groups.
  • Strong interpersonal skills, including a capacity to engage with diverse internal and external stakeholders, often remotely, and an aptitude for creating connections across teams.
  • Strong understanding of the international development system, particularly of major GESI initiatives in the region and recent developments in safeguarding vulnerable people.
  • Practical knowledge of development donors’ policies and processes, particularly in the field of gender – a proven understanding of contemporary feminist international development policies and safeguarding policies would be a considerable advantage.
  • Strong writing skills, with a proven capacity to provide clear analysis on issues of gender equality and social inclusion, and experience of developing successful funding proposals.
  • Capacity to understand and engage with relevant external research and policy agendas and the ability to link these creatively to the programming and thinking of BBC Media Action.
  • Understanding of, and experience working with, monitoring and evaluation frameworks and tools – experience using the logical framework approach would be particularly advantageous.
  • Educated to at least degree level in a relevant field.
  • Fluency in Swahili and English.  

Desirable
  • Understanding of the principles of social and behaviour change communication.
  • Experience of working with media and communication to contribute to gender equality and/or social inclusion.
  • Experience of providing technical advice to a media and/or communication project.
  • Line-management and/or senior management experience.
  • Experience managing international development projects.
  • Knowledge of BBC (or equivalent international standard) editorial values, aims and objectives, and an ability to apply these to development projects.
  • A postgraduate qualification in gender, public policy, conflict management, international development, comparative politics, human rights and/or media and communication.
