The position holder for the role of Project Coordinator will be responsible for coordinating Youth Economic Empowerment (YEE) activities under Youth, Innovation and Employment project known as “VUKA”. S/he will lead the implementation of all activities of the VUKA project in Mwanza region. S/he will supervise local implementation partners, work closely with Plan Programme Unit (PU) staff and the Programme Unit Manager (PUM), local government officials in close coordination with head of YEE and PUM, the private sector and its representatives as well as any other stakeholder of relevance to the successful implementation of VUKA project.

Dimensions of the Role
 Responsible for project implementation including quality assurance, reporting, oversight of M&E activities and communications in line with the project proposal and donor agreement;
 Develop and maintain a positive relationship and clear communication with implementing partners, the local government authorities (LGA) and other development partners and relevant stakeholders;
 Effectively manages project resources including the timely utilization of the project funds;
 Support in identification and engagement of private sector companies in Mwanza in close cooperation and coordination with the head of YEE;
 Ensure delivery, monitoring and evaluation of all activities and related outputs as per Results Framework and Implementation Plan;
 Represents Plan at district, provincial and regional stakeholder forums, consultative sessions, or conferences related to YEE 

Accountabilities
Project Management and Technical Support
 Ensure high quality project implementation, supervision and management;
 Develop a Detailed Implementation Plan to guide the project’s implementation in conjunction with partners and regularly update as needed;
 Project budget management – track program spending, analyse deviations and take corrective action as needed;
 Support the process of engaging Vocational Education and Training (VET) partners and facilitate the process of identification and development of outreach centres;
 Coordinate and facilitate monthly and quarterly partners and stakeholders meetings to review the progress of project activities, provide inputs, monitor, and evaluate the proper implementation of the VUKA project;
 Serve as the main point of contact with VUKA project partners (local NGOs, VET, private sector and District Government) and supervise / coordinate partner activities in relation to the project and continue to assess, support and evaluate all project partners during project implementation;
 Support formation and operationalization of Youth Savings and Loans Association (YSLA) in collaboration with the implementing partner;
 Collaborate with Head of YEE to identify relevant tool for digitalization of YSLA, and provide proper follow up and support on YSLA digitalization process;
 Identify and facilitate YSLA linkage to formal financial institutions in collaboration with implementing partner;
 Facilities the process of skills development and follow up of VET outreach centres in collaboration with VET, implementing partner and other stakeholders;
 Collaborate with the Head of YEE, VET and other stakeholders to prepare a “Mwanza private sector opportunity mapping” and facilitate the process of youth linkages with formal and informal employment opportunities within private sector;
 Attend periodic review and reflection workshops/ meetings to review project plan and strategies and document learning and evidence as organized with the Head of YEE;

High quality donor reporting
 Write quarterly and end of year narrative project reports for donor and validate against associated financial reports and other documentations required;
 Ensure donor and other reporting is submitted on time and to high quality; follow up with partners for their submissions.

Monitoring & Evaluation
• Collaborate with M&E Officer to develop project level monitoring plan and monitor activities;
• Ensure age and sex-disaggregated data is collected for all monitoring, reviews, reporting and documentation;
 Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other YEE staff and MER team;
 Ensure Principles for Digital Development are considered and or followed in development, usage, adaptation of digital solutions; In particular lead the continued roll out and replication of tool including YES!ME tool and others;
 Ensure VSLA Management Information System (MIS) are used to monitor the progress of YSLA;
 Facilitates the documentation of lessons learnt, best practices and success stories throughout the project implementation;

Working as part of a team
• Foster teamwork with partners for achieving project goals;
• Liaise closely with the Head of YEE and PUM to ensure activities remain on track and any learning generated from the project is documented and shared.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Required experience and Qualifications
• Bachelor’s degree (preferably higher) in entrepreneurship, business administration, commerce, economics, international development / development studies, sociology, political science, pedagogy, agri-business, finance
• Minimum of 5 years of professional experience in youth employment programmes and projects; 3 years in a leading role
• Solid work experience with development partners and local government required
• Experience working in or closely with the private sector
• Experience working in or closely with the VET is an added advantage
• Experience of working with children and communities and managing child-related programs and projects would be an advantage
• Knowledge of the Tanzanian context for local and international civil society.

• Demonstrated knowledge of responsibly coordinating and delivering results in youth employment projects in Tanzania
• Strong command of Kiswahili and English and technical knowledge of youth employment terminology
• Deep knowledge of youth employment challenges in Tanzania and beyond
• Proven experience in overseeing, monitoring and managing at least three subcontractors / partners in Tanzania at programme / project basis
• Proven experience in re-presenting a project intervention to other stakeholders
• Strong communication and presentation skills
• Knowledge of saving group operations an asset, especially youth saving groups
• Robust expertise and experience working with the private sector at micro-level as well as corporate-level
• Solid understanding of private sector operations (challenges, needs, risks)
