Job Summary
Purpose: To formulate a sound, holistic and evidence-based narrative on “population and development linkages” in Tanzania, aligned with current national development objectives. The narrative will be informed by a review and synthesis of country-specific reports, secondary analysis of existing data, and insights from consultations with key stakeholders.Purpose:

Required Expertise:
A locally registered institution, including academic institutions, with primary operations in Tanzania, and led by a governing body, the majority of whom are citizens/residents of Tanzania. The institution should have capabilities to offer a multi-disciplinary team, preferably from the same institution, with the following combined qualifications:
a. A scholar at midcareer/senior level in the fields of economics, demography, development, and/or political science with considerable peer-reviewed and grey literature on population and socioeconomic development.
b. Demonstrated ability to synthesize, link and articulate complex information and data, from various sources, in simple and powerful message(s) to shape public opinion and action.
c. Extensive experience working with Government of Tanzania institutions, specifically Ministries of Finance and Planning, Health, Education, and Agriculture, the President's Office Regional and Local Government (PORALG), and other institutions, to generate evidence to inform decision-making.
Duration of the review: 4 months: results for dissemination should be available within a 2-month period, and the remainder of the months for dissemination activities.
Maximum Available Funding: US$30,000

Job Title: Consultant, Local Organization Assessment

Job Summary
Position SummaryThe USAID-funded Health Policy Plus (HP+) project, implemented by Palladium, is seeking multiple consultants to assess the readiness of local organizations in Tanzania to directly receive and manage USAID PEPFAR awards. HP+ works with key stakeholders to advance health policy priorities in HIV, family planning, reproductive, and maternal health. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs. Consultants will work as a team with in-country and headquarters-based HP+ staff to adapt and apply USAID’s Organizational Capacity Assessment (OCA) with items from the Non-U.S. Organization Pre-Award Survey (NUPAS) tool.

Qualified candidates will have expertise in areas relevant to HIV programming and service delivery, PEPFAR and survey data analysis, or NUPAS—including financial management and internal controls, compliance, HIV clinical and programmatic data/issues, organizational development, governance, and social and behavior change communication; bachelor’s degree (BS/BA) required, advanced degree preferred; well-developed analytic, written and oral communication skills in English and Kiswahili required; expertise in HIV care and treatment and/or key populations preferred; experience administering OCA with NUPAS and/or NUPAS preferred; knowledge of PEPFAR data desired; computer literacy in Word, Excel and PowerPoint preferred; strong interpersonal and organizational skills and the ability to work cross-culturally with diverse teams highly desirable
