Amref Health Africa Tanzania is a leading public health organization that is committed to improving the health of people by collaborating with and empowering communities, and strengthening health systems at various levels in Tanzania. Amref Health Africa is submitting a project proposal to USAID in response to the Notice of Funding Opportunity (NOFO) Number: 72062121RFA00003 for local qualified entities to implement the Orphans and Vulnerable Children (OVC) Next Generation activity. The main goal of this NOFO’s is to improve the health, well-being, and protection of OVC and youth in high HIV burden communities. Specifically, the NOFO aims to 1) Increase use of OVC platforms for pediatric HIV case finding, linkage to treatment, and viral suppression 2) Increase access to HIV prevention, violence prevention, and response services for OVC and youth 3) Improve socio-economic capacity of at-risk adolescent girls and young women (AGYW) and OVC caregivers. PHYSICAL LOCATION

JOB PURPOSE:
The Deputy Chief of Party (DCOP) will be responsible with ensuring implementation of technical
aspect of the project ensure and to ensure the project starts implementation immediately and runs smoothly. He/She will advise the Amref’s management, on periodic performance against program targets and financial burn rates. He/She will provide technical leadership and support technical teams implementing the planned innovative interventions for OVC Next Generation in the respective regions. The DCOP will support coordination and communication with the various stakeholders
involved in the implementation of the program including USAID Tanzania, MoHCDGECs departments such as NACP, TACAIDS, MOHCDGEC; PORALG, and other NGOs and CBOs working in the community.
PRINCIPAL RESPONSIBILITIES.
• Assist the COP to provide technical guidance and leadership to ensure that activities related to OVC Next Generation are implemented and monitored to ensure that objectives are implemented as planned.
• Provide strategic leadership and technical and managerial direction for the successful implementation of the project.
• Provide technical leadership to improve access to and use of OVC platforms for pediatrics case findings and linkage to treatment, access to HIV prevention, violence prevention, and response services and socio-economic capacity of at-risk AGYW related activities.
• Support interventions that improve health/HIV, well-being, and protection outcomes among OVC
and youth.
• Participate in planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines;
• Coordinate with sub grantees in the implementation of OVC Comprehensive program and
OVC Preventive program in the designated target regions
• Provide regular knowledge and skill update to all key personnel within the project on OVC
platforms for pediatrics case findings and linkage to treatment, access to HIV prevention, violence prevention, and response services and socio-economic capacity of at-risk AGYW related activities.
• Serve as the team lead for the project and ensure strong communication and coordination with and between all team members to effectively achieve program objectives.
• Ensure timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID/Tanzania guidelines;
• Ensures that the project documents lessons learned and implements best practices.
• Interact with USAID/Tanzania teams on relevant technical issues affecting the project.
• Ensure timely submission of major technical reports to USAID/Tanzania and other stakeholders.
• Foster strong partnerships and collaborations with the MOHCDGEC through NACP, LGAs, other local organizations and other relevant stakeholders.
• Promote sustainability of project activities with effective networking, linkages to other programs.
REQUIRED QUALIFICATIONS
• Master’s Degree in public health, medicine, social sciences, community development, or a related degree, or a related degree
• At least five years of senior-level technical experience in health programming and service delivery, including in OVC
• Relevant experience in the design, implementation, and management of programs of similar size, complexity, and setting
• Demonstrated experience in managing and supervising a team
• Exceptional English written and oral communication skills; fluency in Swahili also required
• At least seven years of experience working in Tanzania.
• Ability to work indecently, but in a consultative environment with other staff and supervisor before any major decision is made.
• Additionally the Deputy Chief of Party must be 100% dedicated to the project
