BACKGROUND:
The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, covering Eastern and Southern Africa, and the Western Indian Ocean (WIO). The ESARO region is extremely rich in biodiversity with a high number of endemic species and the largest populations of iconic wildlife left on the continent. ESARO’s Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. ESARO defines and delivers on its programmatic priorities in collaboration with IUCN members, commissions and other strategic partners.
The Coastal and Ocean Resilience (COR) Programme is responsible for marine and coastal issues, including biodiversity conservation, development and management of marine protected areas and their networks, ecosystem and fisheries management, marine spatial planning, marine pollution, integrated management and governance of coastal areas, adaptation to climate change and disaster risk reduction. The WIO region faces a number of challenges, including the degradation of coastal ecosystems and habitats, climate change impacts, marine plastics pollution, with emerging pressure from port development and oil and gas exploration. Aware of this reality, IUCN has redesigned its WIO coastal and marine resilience program strategy so that it can efficiently address current and emerging challenges. The new strategy, “Towards a Blue Future”, aims at rolling out IUCN ESARO’s Blue Resilience Framework comprised of three key pillars: Blue Planet, Blue People and Blue Partnerships. The three pillars respectively aim to secure the integrity of critical blue natural capital features, increase ocean and coastal conservation benefits and stewardship; and establish innovative and ambitious partnerships to dramatically increase impact. The strategy aims at responding to the needs of the WIO region, both in terms of conservation and development by unlocking the potential of WIO’s natural capital through a blue economy.
IUCN has had its operations in Tanzania for more than four decades working with many partners and supporters to implement a large and diverse portfolio of conservation projects ranging from management of protected areas, forest ecosystems, coastal and marine resources, aquatic ecosystems and climate change resilience.
The IUCN Tanzania Country office is one of the fastest growing unit in the region. Over the past 12 months, the programme development momentum, development partners interest, government relations obligations at the policy level, conservation science support, membership growth and engagement and project management requirements have brought to bear the need for a higher grade. The projects include; PLUS Project, RESUPPLY Project, OSF funded Governance Project, GEF 6 The Restoration Initiative (TRI), GEF 7 Food systems, Land use and Restoration (FOLUR), GCF Enhancing Community Capacity for Resilience in Arid region (ECCRA) and the Tanga-Pemba Seascape Projects. Currently the lean team is successfully delivering on multiple tasks across a very vast and complex scope of work.
The IUCN Tanzania office seeks to hire a Programme Manager, Coastal and Ocean Resilience (COR) to provide managerial, technical oversight and reporting responsibilities in the implementation of the portfolio of IUCN COR projects. Key among the functions would among other incorporate: 1) Multi-year project design and development 2) Project activity management; 3) Monitoring, Evaluation and Reporting; 4) Broad level policy level engagement across the broad-spectrum of marine and coastal natural resources management sector and 5) staff management including supervision
JOB DESCRIPTION
MAJOR RESPONSIBILITIES;
This position reports directly to the IUCN ESARO’s Regional Technical Coordinator, Coastal and Ocean Resilience, with functional coordination to the Tanzania Country Representative, on matters related to the Tanzania programme. He/she will serve as a senior member of the regional coastal and ocean program that helps set strategic directions and define priorities for IUCN engagement on marine and coastal issues in the region.
The Programme Manager, Coastal and Ocean Resilience will be directly responsible for the development, resourcing, and management of IUCN COR programme activities in Tanzania, and regional activities to address LMMAs and MPAs, ensuring that they are coherent and consistent with IUCN’s “One programme” approach, build on and align with IUCN ESARO’s Blue Resilience Framework and add value to nationally defined priorities. The COR TPM will also provide additional support on activities in the broader WIO region when required, in close collaboration with the COR RTC and other relevant IUCN programmes, Members, Commissions and partners.
The Programme Manager, Coastal and Ocean Resilience (COR) is responsible for: i) Guiding the strategic direction and development of the thematic area, including development and marketing of project proposals with donors (including multi-country proposal when opportune and relevant); ii) Ensuring that programmatic activities within the thematic area are effectively and efficiently implemented; iii) Promoting learning, knowledge generation and innovation within both the thematic area and in relation to the ESARO Intersessional Programme and Strategy; and iv) Ensuring that progress and performance of the COR programme in the country is regularly monitored and evaluated.
The Programme Manager, Coastal and Ocean Resilience (COR) will be based in Stone Town, Zanzibar, Tanzania. Dar Es Salaam, Tanzania could potentially also be considered for the right candidate, but not preferred.
SPECIFIC DUTIES;
Strategic management;
In collaboration with the Regional Technical Coordinator, COR and Country Representative, facilitate the strategic development of the COR Country thematic Programme;
In collaboration with the Regional Technical Coordinator, COR, develop and maintain strong strategic partnerships with in-country programmes, global programme units, members, commissions, technical partners, policy bodies and donors and work closely with and other thematic programmes to develop and maintain an appropriate project portfolio and funding for implementation of the country programme;
Oversee the development and implementation of any relevant marine and coastal initiative in the country and provide where needed, guidance and support to the development and implementation of other IUCN Initiatives;
Ensure that IUCN is adequately represented in relevant country fora and negotiations on marine and coastal issues and facilitate discussions on relevant marine and coastal emerging issues to position IUCN as a reference; Provide additional support at regional and international level when required and in close coordination with the Regional Technical Coordinator, COR;
Develop, coordinate and supervise COR programme country team to ensure that individuals work together as an integrated team, that there is coherence and consistency in programmatic outputs and a high quality of technical advice is given to IUCN global and regional programmes, field programmes, projects, members and partners;
Oversee the development and implementation of annual budgets and work plans and provide a timely progress report of the Programme financial and technical activities in accordance with IUCN’s standards and procedures.
Project management;
Coordination and implementation of activities of the Tanga-Pemba Seascape initiative (and related projects), including (i) lead the planning and implementation of regional and national project activities (ii) represent IUCN at relevant regional and national meetings; (iii) define project tasks and resource requirements; (iv) develop full scale project plans; (v) maintain necessary linkages and partnerships with the relevant national and regional institutions; (vi) manage project budget and resource allocation; (vii) plan and schedule project timelines; (viii) track project deliverables using appropriate tools; and (ix) constantly monitor and report on progress of the project to all stakeholders;
Provide managerial oversight of the Country COR programme portfolio of projects;
Ensure that IUCN’s COR work in the country is of high technical quality, based on good science and drawing upon state-of-the-art thinking and knowledge;
Convene regular meetings with project staff and other technical partners (including implementing partners) to review progress on projects as well as cost recovery and provide monthly reports to the Regional Technical Coordinator, COR;
Ensuring that project/programme strategies and workplans are developed and implemented according to plan and commitments to partners and donors (including assuring quality of performance & progress, timing and budget);
Capitalize and disseminate to key decision-makers within the country and region, lessons learnt from program and projects as well as those learnt from partners;
Working closely with the Finance and Administration Department as well as Human Resource focal point to ensure that projects/programme are financially viable and have the necessary human and other resources necessary for effective implementation;
Ensuring that contractual obligations and IUCN’s policies and procedures are efficiently adhered to;
In close coordination with the Regional Technical Coordinator, COR and the Regional Communications & Constituency Officer, ensure that IUCN’s work is effectively and widely shared (including by producing high quality communication material), including on online platforms and other media channels.
Monitoring, Evaluation and Reporting;
In close collaboration with ESARO’s Regional M&E Manager, support the development and implementation of in-country COR monitoring and evaluation systems and processes at programme and project level, including inputs to IUCN Tanzania Intersessional Programme Monitoring and Evaluation Framework in line with the overall regional M&E framework;
Oversee IUCN portal entries and management, and mid-year and annual reports development for in-country COR portfolio;
Facilitate targeted socio-economic and scientific surveys and analysis, and in-country project evaluation management.
Programme development;
Leading fundraising and resource mobilization for the programme through the development of proposals and maintaining good relationships with donors and funding agencies so as to ensure the financial viability of the programme.
Work with GEF/GCF task manager to develop the in-country COR portfolio.
Other Duties;
Carry out other relevant tasks assigned by, and mutually agreed with, the line manager.
Perform other duties as may be assigned from time to time.
