The Embassy of Ireland is seeking to recruit a highly motivated and dynamic individual to join a growing team in the position of Audit and Risk Advisor (A & R Advisor).
Audit and Risk Advisor
Under the direction of the Head of Mission and working closely with senior management and the Evaluation and Audit Unit at Headquarters, the Audit and Risk Advisor (Internal Auditor) shall ensure that the systems of governance, accountability, internal control and risk management operate efficiently and effectively. The role will ensure that there is compliance, within the Embassy and by Embassy staff, with the Department’s standards of financial oversight, risk management and grant management and with those demanded by the Office of the Comptroller General of the Irish Government and the Controller and Auditor General of Tanzania.
Using international standards in auditing, the Audit and Risk Advisor will annually examine, taking a sample of partnerships and Embassy processes, that the Mission Strategy is implemented in compliance with the Grant Management Standards and all other department policies, procedures and processes.
The A & R Advisor will further advise management and staff on risk issues as they arise to support strategic, operational and financial decision making in the day-to-day operations of the Embassy.
Essential requirements candidates must be able to demonstrate:
- Qualified accountant with full internationally recognised accounting qualification such as CPA/ACCA or CA. Minimum of five years’ post qualification experience;
- At least five years’ relevant experience in finance and/or audit, working with government, non-Government or donor agencies or similar environment at a senior level;
- Demonstrate knowledge of changes in international accounting and auditing standards;
- Proficiency in accountancy and audit software packages and a high level of computer skills in Microsoft Office software, particularly Word, Excel Spreadsheets, databases, e-mail and internet sufficient for the performance of above duties;
- Candidates must have at least 12 months professional experience dealing with financial management, risk management, advisory, planning and monitoring skills;
- Proven record showing a very high degree of integrity and trustworthiness;
- Demonstrate experience in the ability to collate and distil large amounts of information, summarising findings to be used for management decisions and planning;
- Describe using work based examples familiarity with the key principles and practice of effective aid delivery;
- The candidate must demonstrate using work based examples of providing excellent interpersonal skills, being persuasive, working in a team but also dealing effectively with people in external organisations;
- Fluency in verbal and written English and Kiswahili (language test may be included as part of the shortlisting process); and credibility in dealing with senior members of staff over financial and risk issues; and
- The successful candidate must have a legal entitlement to live and work in Tanzaniaprior to recruitment.
Desirable:
- Specific experience and qualification in internal and/or external audit would be an advantage; and
- Good interpersonal and tactful negotiation skills and the ability to work independently and as part of a team.
Terms and conditions of employment:
- The successful candidates will be hired on a fixed-term three year contract commencing November 2021 and will be based at the Embassy of Ireland, Dar Es Salaam.
- The salary for the position is TZS 127,775,952 per annum, paid locally on a monthly basis. Salaries are paid direct to a bank account, therefore the successful candidate must have a bank account.
- The positions will have an annual leave allowance of 24 days per annum, exclusive of public holidays, adjusted pro rata.
- The role will involve training and travel within Tanzania and occasional international travel.
