Position Title: Public Health Administrative Management Specialist (Finance) – CDC Vacancy Number: Dar es Salaam-2021-039 Duties
The incumbent serves as cooperative agreement specialist to the Country Senior Management Team under the supervision of Extramural Branch Chief on all fiscal and administrative elements of cooperative agreements (CoAg) managed by CDC through the President’s Emergency Plan for AIDS Relief (PEPFAR) and is responsible for the PEPFAR CoAg portfolio. Incumbent reviews and recommend recipient’s annual work plans and detailed budget approval as part of PEPFAR Country Operational Plan (COP) review and approval process managed by the Office of the U.S. Global AIDS Coordinator (OGAC). Reviews monthly, quarterly, annual financial reports and prepares periodical trend, financial and pipeline analysis in comparison to help senior management team to make strategic decision on future funding structure and prioritize programme areas for Grantees deliverables. Incumbent participates in periodical, monthly check in and quarterly Partner Management Meeting (PMM) to provide grantee’s financial performance updates for senior management team to compare with respective quarterly targets in order to determine the grantee’s perform both in terms of program and financial spending. The incumbent liaises with the Office of Grant Services (OGS) and the country program staff regarding grantee’s adherence to the U.S. Department of Health and Human Services (HHS) and CDC policies and guidelines and Notice of Funding Opportunity (NOFO) requirements. The Incumbent is the primary contact with the USG/CDC-funded implementing partners on administrative and financial matters associated with cooperative agreements such as funding, audit resolution and compliance of CFR 45 Part 75. The incumbent serves as a cooperative agreement specialist on behalf of the OGS Grants Management Specialist managing a portfolio of approximately $100 million funding awarded for program implementation based on approved workplan while coordinating with Grants Management Specialist on management. The incumbent develops, maintains and updates programs and systems for monitoring and reporting grant recipients’ adherence to the fiscal and reporting requirements and appropriate expenditure of funds, consistent with documented progress in the implementation of the goals and objectives of the notice of funding opportunity.

Qualifications and Evaluations
- Requirements:
- EXPERIENCE: A minimum of 3 years of progressively responsible work experience in business, management, or public health in an international organization is required. At least 2 years of substantial exposure to administration or management of programs or funding of special projects is required.
- Education Requirements:
- Graduation from an accredited university with a bachelor’s level degree in business, administration, accounting, or public health is required.
- Evaluations:
- LANGUAGE: Fluent (Speaking/reading/writing) English is required. Fluent (Speaking/reading/writing) Kiswahili is required.
