Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) supports governments and regional bodies to address their needs and priorities in achieving food security, reducing hunger and malnutrition. This includes FAO long standing corporate ad technical experience in addressing Human Wildlife Conflicts through its programmes around food security and livelihood improvement. FAO and the Government through the Ministry of Natural Resources and Tourism (MNRT) is currently implementing a Technical Cooperation Program to support Human Wildlife Conflicts (HWCs) Management in Mkomazi-Umba Landscape. FAO is seeking to recruit a National Specialist (Human-Wildlife Conflict Management) to undertake a situational analysis of Human-Wildlife Conflicts in the selected project target areas.

The post is in the FAO Representation in Tanzania, with the incumbent also working with other units in an integrated and cross-sectoral approach.

 

Reporting Lines

The National Specialist (Human-Wildlife Conflict Management) will work under the overall guidance of the FAO Representative in Tanzania, and that of the direct technical supervision of the Assistant FAO Representative (Programme), and guidance from other technical officers at the FAO Headquarter, Regional and Sub regional offices, and working in close collaboration with other relevant officers at the country office.

 

Technical Focus

The National Specialist (Human-Wildlife Conflict Management) will undertake a situational analysis of Human-Wildlife Conflicts in the selected project target areas.

 

Tasks and responsibilities

The National Specialist (Human-Wildlife Conflict Management) will undertake the following tasks:

• Examine the nature, extent and severity and root causes, for the human wildlife conflict in the selected project districts and how it profoundly impacts HWC consequences related to livelihoods, food security and ecosystem.
• Analyze the most prevalent HWC hotspot areas including the level of tolerance, land use/land cover change and its drivers as well as their effects on the human-wildlife interactions in the project target districts.
• Assess the strengths and weaknesses of the nature of the coexistence between communities and wildlife in the project target districts and propose potential improvements.
• Analyze measures for management and monitoring of HWCs based on best practice and experience at project target districts.
• Propose sustainable approaches that communities will benefit from the presence of wildlife as an alternate income to reduce conflicts; increase tolerance and promote peaceful co-existence, food security and wildlife conservation.
• Conduct an in-depth analysis of the laws and policies related to HWC. The analysis should also include the policy gaps if any and recommendations to address such gaps.
• Identify and assess the capacities of CSOs, community-based organizations, and other local institutions and their networks operating in the target areas dealing with HWC management, identify their capacity gaps and recommend strategies to strengthen their institutional and their network capacities.
• Examine the extent which the gender dynamics add into Human-Wildlife Conflicts and wildlife conservation measures. This information should include a gender-disaggregate data associated with human-wildlife conflict (HWC) in a participatory conservation context.
• Adheres to indicative reporting outline.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

• At least MSc Degree in Wildlife Management, Ecology and Biodiversity Conservation, Land Use and Geography or related disciplines.
• Minimum 5 years of experience in Human Wildlife Conflict management, biodiversity and ecosystem conservation/restoration, Wildlife Management and Law Enforcement, land use planning and rural development.
• Fluent in working languages of English and Swahili.
• National of Tanzania or a legal resident in the country.
