Chemonics seeks a Short-Term Private Sector Engagement (PSE) Specialist for the five-year, $25 million USAID/Tanzania Heshimu Bahari (Respect the Ocean) Activity that works to enhance the ecological resilience and productivity of high marine biodiversity areas and enhance the resilience of coastal communities to climate change in Tanzania. The Short-Term PSE Specialist will provide technical support to the private sector seascape analysis by conducting stakeholder mapping, arranging, and participating in interviews, and supporting the production of the final report. The private sector seascape analysis aims to identify private sector engagement and partnership opportunities and provide action-oriented recommendations for Heshimu Bahari to integrate into an overarching PSE action plan or strategy.
Key Responsibilities:
- Support private sector and other relevant stakeholder mapping exercises and support the coordinator to arrange interviews
- Lead or participate in private sector and other stakeholder interviews and provide notes/partner profiles in format established by the Team Lead for interviews they lead
- Support the development of the out-briefing presentation to USAID/Tanzania counterparts and Heshimu Bahari leadership
- Support the production of the final report (both initial and final drafts). This may include writing specific sections of the report as agreed upon with the team
- Participate in team check-ins as required
- Conduct any requested follow-up activities, as directed by the Team Leader or Coordinator
Deliverables:
The PSE Specialist will contribute to the development of the private sector seascape analysis deliverables:
- Stakeholder List for Each Seascape
- Interview Protocols and Guiding Questions
- In-country Interview Schedule
- USAID Out-Briefing Presentation (PowerPoint slide deck format)
- Interview Notes and Partner Profiles
- Draft Private Sector Seascape Analysis Report
- Final Private Sector Seascape Analysis Report (including a PowerPoint slide deck summarizing the analysis including highlights and recommendations)
Qualifications:
- Bachelor’s degree (or foreign equivalent) in business administration, economics, communications, and/or another relevant field required; advanced degree preferred.
- Minimum five years’ experience developing partnerships between the public and private sectors in Tanzania required; and experience working with relevant (e.g., tourism, fisheries, and/or another related field) Tanzania private sector stakeholders preferred.
- Experience conducting private sector landscape analyses preferred.
- Experience conducting stakeholder interviews and generating interview reports required.
- Experience writing research deliverables for USAID or other international donors preferred.
- Strong coordination and collaboration skills, experience operating in a team setting, and ability to contribute to research and writing efforts required.
- Fluency in Kiswahili and English required.
Level of Effort (LOE): Approximately 30 days.
Period of Performance: On/about August 14, 2023, to on/about November 17, 2023.
Place of Performance and Reporting: The PSE Specialist will perform their duties in select Heshimu Bahari seascapes as directed by the Short-Term Private Sector Seascape Analysis Team Lead or Heshimu Bahari’s PSE Lead/Coordinator for the analysis.
