MISSION AND JOB DIMENSION:
The QC Supervisor – Welding/NDE reports functionally to the QC Lead and administratively to Construction Quality Manager. Responsible for co-ordinating the day-to-day Welding/NDE construction quality activities of the allocated Lot construction quality staff and Contracture(s) welding and NDE site works. Ensuring welding and NDE works are carried out using safe working practices and completed in accordance with the project codes, standards, drawings, and specifications. ACTIVITIES:
• Directly supporting the EACOP staff & the Contractor (s) ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
• Provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
• Implement, use, and communicate safe work practices on and off the project sites.
• Review Contractor’s documents and procedures, such as WPS, NDE, QCP’s and SOPs for conformity to project specification requirements.
• Attend Company Contractor quality audits and engage as directed.
• Monitor compliance with the Company Contractor welding document deliverables and data.
• Perform specific welding focused compliance audits/surveillance reviews as scheduled or necessary.
• Monitor and report on the activities of contracted 3rd party NDE inspection services (where applicable)
• Where applicable, confirm 3rd Party NDE practitioners on site are certified & produce valid qualifications.
• Expedite and report on the status of welding performance against agreed Quality KPI’s.
• Maintain and update databases and record storage for welding/NDE reports and compliance audits.
• Review and comment on Company Contractor QC welding inspection reports and act.
• Ensure all site welding consumables are being properly stored & monitored with preservation records.
• Ensuring that WPS’s are available, have been approved and are being employed in field production.
• Witnessing site welder qualifications and verifying compliance with appropriate WPS prior to NDE.
• Verifying valid welder approvals are available, and only approved welders are used in field production.
• Verifying the parent materials and welding consumables in use against certificates and markings.
• Pre-welding inspections: Verify dimensions, fit-up and weld preparations are in accordance with WPS.
• Pre-heating; Verify that any required preheat is in accordance with the specified WPS parameters.
• In-process welding; verify compliance with WPS including any inter-pass temperature control and PWHT.
• Attend regular scheduled project meetings as required and verify quality metrics and KPI’s tabled.
• Work within a multi-cultural business framework and provide ethical and compliant support.
• Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.
CONTEXT AND ENVIRONMENT:
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing.
ACCOUNTABILITY:
• Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
• To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
• Supporting and coordination EACOP project teams.
QUALIFICATIONS AND EXPERIENCES REQUIRED
• Hold a welding inspector or NDE inspector certification issued by a recognised international certification scheme such as CSWIP / AWS / PCN / BGAS or other Company agreed applicable qualification that support the welding assurance management and compliant execution delivery of the onshore Pipeline and related AGI, MST facilities and EITS infrastructure scopes.
• A minimum of 12-year welding inspection related working experience including at least 8 years’ proven work experience as QA/QC welding and/or NDE supervisor or quality engineer in the oil and gas industry.
• Previous Quality assurance/engineering experience and demonstrated knowledge/use of Quality tools/methodologies.
• 8 years of QC experience working within a cross-functional oil & gas pipeline project team supporting; engineering, interface, contractor construction and commissioning readiness.
• Experienced in analysing welding & NDE metrics to report accurate KPI’s and potential non-compliance trends and status back to the Quality Lead and project management team.
REQUIRED COMPETENCIES
• Competency and proven experience within equivalent proprietary management systems and associated desktop applications for project delivery.
• Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office, Word, Excel, PowerPoint, Visio.
• Demonstrated knowledge of construction compliance, risk controls and site HSE hierarchy.
