Position Title: HR Officer (1 Post)

CONTEXT AND PURPOSE OF THE ROLE

  • Human Resources Officer develop, advise on and implement HR policies relating to the effective use of people within Fema Mining and Drilling Limited. The aim is to ensure that Fema Mining employs the right people, on the right roles in terms of capability, skills and experience etc., create encouraging environment for employees to work contentedly to achieve business objective and at the same time own satisfaction.
  • The purpose of this role is to provide direct output support to HR Manager, through delivery of human resources transactional services to the department/s allocated in line with Fema Mining HR policies, standards & systems and Labour relations regula­tions.

ACCOUNTABILITIES & AUTHORITIES OF THE ROLE

The HR Officer provides support to HR Manager with the coordination of the HR services delivery to all departments. These include:

Safety:

  • In collaboration with line management promote safe working environment, culture and behaviours in your respective depart­ment of supervision.

HR Planning:

  • Helping Departmental line managers in developing and executing HR plans in terms of labour numbers, labour costs, labour productivity and efficiencies while considering immediate and long-term staff requirements in terms of numbers and skill levels.

Organisation Structure & Role Descriptions:

  • Participates on the updates of organization structure and pre­pares roles description for your respective department/ section.
  • Ensure that every employee has a role description and every role within the structure is well defined.

Recruitment and selection:

  • Assist line managers in updating role descriptions, preparing advertisements, checking applications, coordinating short listing, interviewing and providing feedbacks to candidates;
  • Support managers in selecting suitable candidates, carry out security checks and references, preparing offer of appoint­ments and conducting human resources induction.

Policies and procedures:

  • Working closely with departmental managers, increasingly in a consultancy and monitoring role, assisting line managers to understand and implement HR policies and procedures.
  • Answering departmental employees’ queries regarding the HR policies and procedures whenever arise, ensuring that the policies and procedures are aligned to the country labour

REQUIRED SKILLED KNOWLEDGE

Qualification:

  • Bachelor’s Degree in Human Resources Management / Public Administration /Business Administration/ Social Sciences / Law. Advanced Diploma in Public Administration, Management, Sociology, Manpower Planning, Human Resources Manage­ment or any other related field.

Experience:

  • At least 3 years experience in Human Resources, Adminis­tration and HR systems preferably in the Mining industry or other related industry, with a relatively large organization (over 100 employees)

Must have knowledge of:

  • Knowledge of the Tanzanian Labour Laws (Employment and Labour Relations Act, 2014 and its Regulation) and employ­ment practices.

POSITION: Multiskilled  Operator (Dozer, Truck) 2 POSITIONS

Position: Machine Operators ( Grader, Trucks) x 2

Contract type & Duration: One (1) year fixed term contract

Department: Open Pit Mining

Reporting to: Supervisor – Mining Number of Positions: 2

 

PURPOSE OF THE ROLE:

  • Selected candidates will first go through a practical training and assessment programme before they are considered for a role as an Operator, subject to qualifying as a competent operator.
  • Mining Operator role is responsible for operating an equipment for the purpose of mining operations, to perform preventative and general inspection on equipment, delivering work to plan and ensuring safety processes and practices are followed.

 

QUALIFICATIONS:

  • A minimum certificate of Secondary School Education (CSEE) will add advantage.
  • A valid Tanzania Driver’s license class B & D or higher EXPERIENCE:
  • Basic technical Knowledge of Excavator/Wheel Loader/Grader/Bull Dozer and other heavy equipment.
  • Be physically and mentally fit to operate a heavy mining equipment.
  • Selected candidates must be able to pass a ‘site test’ before they are appointed as trainees.
  • Appointment also subject to thorough medical check-up by authorized medical practitioner.
  • Operator certificate including final assessment from well and known technical training’s schools.
  • Experience in mining/construction project 2 to 3 years or more will add advantage.
  • Strong commitment to safety.
  • All applicants must have NIDA ID or Number and TIN Number from the Tanzania Revenue Authority.
  • All applicants must have Introduction Letter from local Government Authority as well as letter from his / her two referees.

 

MAIN OR KEY ACCOUNTABILITIES:

  • Adhere to all training instructions from qualified equipment trainers and supervisors.
  • Operate the Excavator and Truck and other heavy equipment in a safe and appropriate manner.
  • Take reasonable care to protect his or her health and safety, and that of other persons who may be affected by any act or omission thereof during performance of duty.
  • Be proactive in all aspects of operational safety and work as team member within the mining department.
  • Perform safety pre-start checks on equipment.
  • Report faults in equipment timeously to supervisor.
  • Comply with standard Operating Procedures and working Practices.
  • Always adhere to lawful production instructions.

 

ADDITIONAL REQUIREMENTS:

  • Good team player.
  • Fluency in Kiswahili or English or both.
  • Be able to work at minimum supervision.

PURPOSE OF THE ROLE:

  • Selected candidates will first go through a practical training and assessment programme before they are considered for a role as an Operator, subject to qualifying as a competent operator.
  • Mining Operator role is responsible for operating an equipment for the purpose of mining operations, to perform preventative and general inspection on equipment, delivering work to plan and ensuring safety processes and practices are followed.

 

QUALIFICATIONS:

  • A minimum certificate of Secondary School Education (CSEE) will add advantage.

  • Experience in the operation and maintenance of production drilling machines 5+ years);
  • experience of insert as applicable e.g. Pantera1100. Down the Hole and Top Hammers Drills
  • Experience operating large rotary drills and hammer/percussion drills;
  • Ability to safely work day and night shifts on a rotational basis;
  • Strong communication skills both verbal and written;
  • Proven commitment to Safety, Health and Environmental standards; and
  • Experience working at a remote mining site and in a cross-cultural work environment
  • Experience in mining industry, preferably with operations and open pit.

position: Safety Officer ( 1 position)

POSITION DESCRIPTION:

Fema Mining and Drilling Limited is seeking to recruit Safety Officer to join our team. The successful candidate for this position is expected to align to the Fema DNA and drive a change within his team and the business and on a practical note the overall objective of this position is to provide service and support to employees and supervisors in respective departments across the Mine with regards to Employee ealth and Safety in the workplace.

RESPONSIBILITIES:

  • Lead and influence change whilst developing a positive safety culture
  • Provide support and guidance to Safety Representatives
  • Conduct On job Coaching and Training to employees on Standard Operating Procedures (SOPs) and safe work practices
  • Demonstrate commitment in the completion of health and safety activities
  • Timely and accurate completion of Safety daily, weekly, monthly and yearly report
  • Conduct scheduled weekly and monthly Safety meetings
  • Maintain accuracy information in Management of Change ( MOC’s ) database
  • Participate in review of Standard Operating Procedures
  • Conduct workplace inspections and audits as required
  • Assist in incident and accident investigations.
  • Monitor and follow up on incident investigation recommendations to ensure actions are completed and implemented.
  • Ensure compliance with relevant Tanzanian Occupational Health and Safety regulations
  • Demonstrate commitment in the completion of health and safety activities including standards set for the company.
  • Correct and report safety hazards when observed.
  • Actively support and participate in safety initiatives or training as required.
  • Assisting with facilitation of formal risk assessments.
  • Understanding of related department activities and manage their impact on the safety programs

QUALIFICATION REQUIREMENTS:

  • Ordinary Level Secondary Education Certificate
  • Certification in Emergency response Management
  • Level 3 First Aid Training
  • A Valid Driving License
  • Formal Training Qualification in Risk Management, Accident Investigations and Occupational Health and Safety

EXPERIENCE REQUIREMENTS:

  • 2 – 3 Years’ Experience in Safety Practice in Mining, Processing or Maintenance disciplines.

SKILLS / KNOWLEDGE REQUIREMENTS:

  • Sound knowledge of Legislatory Requirements within Mining- OSHA, Mining Act, Explosives Act, Mines Health & Safety Act, Mining Regulations, ICMI Code, Environmental Laws
  • Hazard identification and Risk assessment
