Food and Agriculture Organization (FAO) in collaboration with Participating United Nations Organizations (PUNO) developed Joint Programme on Data for Digital Agricultural Transformation. The Programme context is the legal basis of the United Nations Sustainable Development Cooperation Framework (2022 -2027) which was Signed between Government and United Nations.
The UNRC will co-chair the joint Committee along with the Ministry of Agriculture. The Steering Committee will be accountable for Effective Management of the joint Programme and the achievement of results. It will convene the joint programme meeting at least annually and lead engagement with external stakeholders such as private sector. The Committee will be guided by Terms of reference as per UNSDG Guidance Note.
This joint program aims to enhance public and private sector collaboration around access to and sharing of data to improve agricultural efficiency and digital transformation in the agricultural sector. In addition, it aims at leveraging technology driven agricultural solutions to address challenges in productivity, Access to Finance, inputs, markets and managing the impacts of climate change.
To implement the programme FAO would like to hire a National Agriculture and Digital Transformation Expert to Coordinate the Programme.
Under the overall supervision of the FAO Representative and the technical guidance of the Regional Coordinator, and the direct supervision of the Assistant FAO Representatives (Programmes), the National Agriculture and Digital Transformation Specialist will be responsible for the daily implementation and management of the projects UNJP/URT/167/UNJ.
Reporting Lines
The National Agriculture and Digital Transformation Specialist reports to the FAO Representative and works under overall guidance of the Assistant FAO Representative (AFAOR-P) and the Project team. S/he is expected to work closely with the Lead Technical Officer and HQ technical Officer, relevant government ministries/institutions and other national stakeholders.
Technical Focus
The National Agriculture and Digital Transformation Specialist will provide support to identify and support digitalization of a viable use case for agricultural data and establishment of a data coordination unit.
Tasks And Responsibilities
S/He will work in close collaboration with the FAO Representation and the programme team to undertake the following duties.
- Coordinate Digital Agriculture Transformation and Partnership programme in the Country.
- Prepare and Coordinate trainings to extension officers, lead farmers, women and youth to access and use digital agricultural services.
- Deliver agricultural extension services through AI-powered digital channels for both mobile and web-based platforms
- Coordinate procurement processes of the appropriate ICT equipment’s and agricultural tools to accelerate the uptake of digital agricultural services to small holder’s farmers.
- Provide Support on Hand in Hand Geospatial platform and Digital services portfolio.
- Develop workplan and all other required plans for project activities implementation.
- Assist to manage national activities and day-to-day coordination and communication with the programme national partners and proposes eventual shifts in project implementation strategies if the project is not performing as planned.
- Provide support in organizing national workshops, events and progress review and planning meetings with local stakeholders.
- Contributes to the preparation of programme documents, reports, and publications.
- Provide support in organizing national communication events to increase the programme outreach and achievements.
- Develop communication materials for building capacity of extension officers on access and use of mobile and internet-based extension services through training.
- Provide technical expertise in his area during reviewing of training materials and contributing to the development of value chain issues the project is focusing on districts.
- Work on and developing knowledge measuring questionnaire for monitoring.
- Participate in meetings and provide updates to the Sub regional Office for Southern Africa (SFS) Technical Coordination Unit (TCUs) of the Agribusiness & Investment and Emergency & Resilience.
- Prepare and coordinate submission of terminal/final report on project implementation.
- Participate in resource mobilization as guided by resource mobilization strategy.
- Perform any other duties as requested by supervisor.

Minimum Requirements
- Advanced university degree in Agricultural, Agriculture and Digital field, Agriculture and ICT or a related field;
- Five years of relevant experience in analysis and formulation of Agriculture and Digital programmes;
- Working knowledge of English and Swahili

Selection Criteria
- Excellent communication skills (written and oral) in English and Swahili.

- Working experience in Agriculture sector particularly Digital Agriculture and related field.
- Experience in working with Government institution, Private sector, Community based organizations, non-government organizations to enhance partnership.
- Ability to communicate well using English language.
