Position: Monitoring, Evaluation, and Learning (MEL) Manager
Chemonics seeks a monitoring, evaluation, and learning manager for the anticipated USAID Arithmetic and Inclusive Education activity in Tanzania. The Activity’s overall objective is to acquire technical assistance and instructional materials and student aids targeted at improving lifelong learning skills and increasing the inclusivity of primary education, specifically focusing on arithmetic for all students in Standards 1-2. The monitoring, evaluation, and learning manager will be responsible for all MEL-related functions of the activity. Responsibilities include:
  • Guides the development and/or review of project MEL plan and associated workplans, as reflected in the results framework;
  • Ensures quality of collected data, and protect the integrity of project data and information, and ensure that implementation of field activities adheres to the activity’s monitoring, evaluation and learning system;
  • Supervises and guides activity’s data collection, and ensure quality of the data by random verifications and validations;
  • Provides evidence-based data and information to the technical team for the development of progress reports, technical papers, success stories, case studies, etc.;
  • Spearheads, all activity database, survey and assessment methodology documents (sampling frame, guides, instructions, surveys and analysis) for quality assurance, and adherence to USAID data quality standards and industry best practices;

Qualifications:
  • Advanced degree (Master’s level or equivalent) in area of monitoring, evaluation, and learning or another relevant subject matter required;
  • 7 years of specific experience with managing and executing monitoring and evaluation of donor-funded projects
  • Experience working in donor funded projects of similar scope and budget, especially experience collecting data relating to inclusion;
  • Demonstrated leadership, versatility, and integrity.

Chemonics seeks an inclusive education technical advisor for the anticipated USAID Arithmetic and Inclusive Education activity in Tanzania. The Activity’s overall objective is to acquire technical assistance and instructional materials and student aids targeted at improving lifelong learning skills and increasing the inclusivity of primary education, specifically focusing on arithmetic for all students in Standards 1-2. The inclusive education technical advisor will be responsible for technical leadership, activity coordination, and materials development for the activity’s inclusive education component. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Under the chief of party, provides inclusive education technical leadership, oversight, and coordination of technical activities in improving the inclusivity of early grade education for children with disabilities;
  • Guides program staff on essential components of inclusive arithmetic programs, including curriculum design, lesson planning, instructional approach, teacher professional development, materials development and distribution, classroom-level assessment and large-scale assessment to develop highly effective activities in these areas and to integrate them for maximum effectiveness at the program level;
  • Leads the adaptation of program materials for children with disabilities, especially for those with impaired vision;
  • Reviews, analyzes, and evaluates the effectiveness of arithmetic-related activities and makes recommendations for improvement to meet project goals.

Qualifications:
  • Advanced degree (Master’s level or equivalent) in education, mathematic, social sciences, or other relevant field required;
  • 10 years of demonstrated experience working in improving early grade education initiatives, including designing and implementing inclusive programs, curriculum development, and teacher professional development activities, especially for student with impaired vision;
  • Strong understanding of education issues facing children with disabilities in East Africa;
  • Familiarity with USAID tools and methodologies to improve education and inclusion outcomes;
  • Experience implementing interventions that promote gender equity;
  • Fluency in spoken and written English.

The book supply chain specialist will be responsible for managing the activity’s book supply chain activities, form production to distribution. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Supports the deputy chief of party with managing the book supply chain activities;
  • Assists with management of book procurements, including liaising with vendors and conducting quality assurance;
  • Contributes to the materials distribution process, including tracking, distribution, verification, and coordination with internal and external stakeholders to include vendors, project stakeholders, USAID, and school leaders.

Qualifications:
  • Advanced degree (Master’s level or equivalent) in supply chain management, education, business administration or relevant field;
  • Minimum of 5 years of progressively responsible experience in implementing and managing supply chain activities for public commodities;
  • Demonstrated understanding of the social, economic and cultural determinants that influence supply chain outcomes in Tanzania, including a good knowledge of services, logistics, and existing supply chain systems in country;

The finance manager will be responsible for managing all financial aspects of the activity. Responsibilities include:
  • Oversees the issuance of checks of payment for processed transactions, logs payments, distribute and/or mail checks to the appropriate vendor.
  • Liaises with Tanzanian accounting firm in performing local financial management and the appropriate local accounting reporting needed;
  • Prepares and maintains all the project financial reporting for the Tanzanian authorities.
  • Reviews expenses entered into ABACUS (Chemonics accounting system) and provide supporting documentation for expenses entered;
  • Prepares and submits monthly accounting reports to the home office, respond to questions from home office accounting unit and project management unit;
  • Maintains transparent and audit-proof record keeping systems per Chemonics’ policies.

Qualifications:
  • Advanced degree (Master’s level or equivalent) in finance, project management, economic development, or related discipline required;
  • Minimum of 7 years of finance experience on international development experience, including experience managing USAID contracts;
  • Demonstrated strong skills in financial management procedures and policies;
  • Knowledge of Tanzanian operating environment preferred, including registration, taxes, and labor law;

  • Oversees the day-to-day operations of the regional project office;
  • Coordinates with local administrators in region’s government primary schools to meet the objectives of the activity.
