Kibondo District Council was established in 1983 following Act No.7 (Local Government Authorities) of 1982. This is one of the 8 Councils that make up the Kigoma Region. It is bordered to the north by the Kakonko District, to the east by the Tabora Region, to the south by the Uvinza District, to the west by the Kasulu District and to the northwest by Burundi. As of 2002, the population of Kibondo District was 414,764.
