The Tanzania Maji na Usafi wa Mazingira (MUM) Activity funded by USAID/Tanzania and implemented by Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest for qualified candidates to fill various positions. The purpose of Maji na Usafi wa Mazingira (MUM) Activity is to expand and sustain the provision and governance of WASH services by increasing access to sustainable water services; Increasing access to finance for water, sanitation, and hygiene; Strengthening the market for sanitation products and services; and Strengthening basin water boards and water use associations for stewardship of water resources.
Tetra Tech seeks experienced candidates for the following positions:
1. Office and Logistics Assistant (1 Post)- Based in Iringa
Working under the direction of the Administration Manager, the Office and Logistics Assistant will be; –
Responsible for the logistics and planning of special events or meetings in support of project goals including support to identification of vendors, organizing invitations, and other tasks as needed; Support compliant application of procurement processes including updating the inventory, applying inventory stickers and managing equipment; Provide support for the daily management of the MUM office and administration of the petty cash in accordance with Tetra Tech policies; Support project operations including property management, travel support, and partner coordination as assigned by and in close coordination with the Administration manager; Assist in the coordination of domestic and international travel arrangements;
Qualifications:
Education: University degree in accounting, finance, business administration, or other relevant discipline.
Experience:
Minimum of 3 years’ experience in an equivalent position providing administrative support to international donor-funded projects.
2. Administrative Manager (1 Post)- Based in Iringa
Under the responsibility of the Director of Administration & Finance, to whom he / she will report, the office manager will have the following responsibilities: Office Management Roles:
Responsible for the day-to-day management of the MUM office in, ensuring orderliness, establish work relationships with service providers; Establish and maintain effective office information management systems including files, Develop, maintain and report on and manage property inventory assigned to staff; Serve as primary liaison with office leased landlord and control of maintenance needs.
Events and Travel Roles include: He/she will have the primary responsibility of ensuring the timely provision and delivery of all logistical support to the operation of the Iringa office, including; organizing meetings and workshops etc.; create and maintain a staff travel tracker; oversee the traveling schedules and verify the authorizations required for travels process as well as maintain supporting documentation in files for all trips. Monitor and ensure compliance with Tetra Tech’s Travel Policy and Procedures Information Management roles: Ensure all project equipment are in excellent working condition and coordinate with the US-based IT teams on the status of IT equipment and general computer systems; provides assistance to staff to enable effective communication and provides expertise to partners and stakeholders. Ensure all staff are connected to networked computer systems; maintain information management and administration systems; including efficient use of Egnyte information sharing system as needed,
Human Resource Management Roles: HR Specialist will provide human resources support for the MUM Activity, managing recruitment process and ensuring efficient personnel operations and management of MUM staff and consultants in compliance with Tetra Tech policies and practices.
Qualifications
Education:
- University degree in accounting, finance, business administration, or other relevant discipline.
Experience:
- Minimum of 4 years’ experience in Office management, information technology management or equivalent position. Experience working in a similar position for an international organization is preferred.
3. Social Behavior Change Communication Specialist (SBCC) (1 Post based in Iringa
The SBCC Specialist will be an integral part of a multi-person component team on a USAID funded development activity to increase access to sustainable WASH services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs), and will be responsible for developing and supporting efforts around behavior change strategies and communications to ensure that hygiene and sanitation behaviors are improving, and communities achieve access to sanitation and open defecation free (ODF) status. Designs behavioral change and marketing interventions and supports WASH enterprises in engaging with their own SBCC messaging in collaboration with the Marketing and Business Development Specialists. The candidate will facilitate capacity development tailored to women and youth groups and will analyze & recommend collaborative partnerships to engage social media and innovative SBCC strategies as well as provide on-going mentoring and training for local partners and SMEs. This position will report to the Sanitation and Hygiene Market specialist and will be based in Iringa town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
Qualifications
Education: University degree, preferably at Masters’ level, in social sciences, communications, psychology or a related discipline.
Professional Experience: Minimum of 5 years’ experience working in Social and Behavior Change and Communication (SBCC). Experience working in the water and sanitation sector on donor-funded projects, especially with Community Led Total Sanitation (CLTS) is preferable.
4. Financial Planning & Performance Specialist (1 Post) Based in Iringa
The Financial Planning & Performance Specialist will be an integral part of a multi-person component team on a USAID funded development activity to increase access to sustainable WASH services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs), and will support efforts to expand access to finance for small-town water utilities, community-based water management organizations, and other water and sanitation service enterprises. Potential sources of finance include the Tanzania National Water Fund, commercial banks, microfinance institutions, development banks, and local governments. The candidate will support development/improvement of financial management and business models for RUWASA, WSSAs and BWBs, and WASH SMEs and CBWSOs to prepare financial projections and business plans, improve financial and operational performance, and facilitate access to finance, and will support efforts to improve water and sanitation service provider business performance and planning, cost/fee recovery and address other constraints to credit-worthiness. The position will report to the WASH Finances team Lead, supervise two enterprise support specialists, and be based in Iringa town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
The candidate will have demonstrated experience in:
- Designing and implementing financial and operational performance improvement plans for community or utility-scale water and sanitation service providers. Strong experience and results in a related sector will be considered.
- Linking financial institutions to promising businesses that provide water and sanitation products or services.
- Developing and delivering relevant capacity building programs for public sector entities
Qualifications:
Education: Advanced degree relevant to a specific area of specialization (public administration, finance, economics, business, or related field;
Professional Experience:
- Minimum of ten (10) years of experience under similar projects providing assistance on large donor-funded projects with similar scope;
- Demonstrated experience providing technical input and/or advisory services related to WASH financing;
5. Marketing and Business Development Specialist- (1 Post) Based in Iringa
The Marketing and Business Development Specialist will be an integral part of a multi-person component team on a USAID funded development activity to increase access to sustainable WASH services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs) and will work collaboratively with the SBCC Specialist to develop market research and to support WASH enterprises with the marketing and business development. Using the market research data, the candidate will provide technical assistance on business development, marketing, and management to sanitation and hygiene SMEs and partners. This position will report to the Sanitation and Hygiene Market specialist and will be based in Iringa with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
Qualifications
- Education: Bachelor’s degree in business, economics, international development, or related field of study, graduate degree preferred.
Professional Experience:
- Minimum of seven (7) years of relevant professional experience. Previous economic development experience in an international donor program setting, experience with international donors such as USAID strongly preferred.
- Relevant technical background in TZ business sector and experience conducting market research and analysis, particularly in the WASH sector. Familiarity with the key industries and socio-economic landscape of Tanzania.
6. Enterprise Support Specialist (1 Post)- Based in Iringa
The Enterprise Support Specialist will be an integral part of a multi-person component team on a USAID funded development activity to increase access to sustainable WASH services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs), and will support Community-Based Water Supply Organizations (CBWSOs) and Small and Medium Enterprises(SMEs) to improve business/operational performance to qualify for finance and achieve revenue goals, forming part of a team to support efforts to expand access to finance for small-town water utilities, community-based water management organizations, and other water and sanitation service enterprises. Potential sources of finance include the Tanzania National Water Fund, commercial banks, microfinance institutions, development banks, and local governments. The candidate will support efforts to improve financial and operational performance, facilitate access to finance, and improve water and sanitation service provider business performance and planning, cost/fee recovery and address other constraints to creditworthiness. This position will report to the Sanitation and Hygiene Market Team Lead and will be based in Iringa town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
The candidate will have demonstrated experience in:

- Demonstrated experience providing technical input and/or advisory services to improve business/operational performance of SMEs to qualify for finance and achieve revenue goals related to WASH financing;
7. Lead Engineer- (2 Post) one based in Sumbawanga and 1 based in Nyasa Basin
The Lead Engineer will be an integral part of a multi-person component team of a USAID funded development activity to increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs). The candidate will provide direct support to RUWASA implementation of water supply and sanitation projects and be responsible for design and construction management for infrastructure procured by USAID. The position guides strengthening of O&M practices and capacity building and oversees two site-based Project Engineers. The position is responsible for all infrastructure design and construction management and QA/QC, and related institutional capacity building, and will be based in Iringa town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
Qualifications:
- Education: Advanced degree in civil engineering or ordinary degree/diploma in civil engineering and advanced degree in a specific area of specialization such as construction management, water resources management, or similar;
- Professional Experience: Minimum 8 years of experience directly involved or leading implementation of water delivery infrastructure, including hydraulic design, development of tender documents (plans, bills of quantities, and technical specifications), and construction management within the TZ WASH sectors; Demonstrated experience managing engineering and construction teams, supervising office and field staff, managing budgets, etc. Experience leading detailed work planning and reporting;
