We are seeking to recruit a Feed and Animal Health Lead for a five-year USDA project that is designed to develop and transform small and medium enterprise (SMEs) poultry value chain into sustainable commercial business in Tanzania. POSITION: Feed and Animal Health Lead
Position Summary
Reporting to the Deputy Chief of Party, the Feed and Animal Health Lead is the principal lead on poultry feeds, feed formulation, additives and concentrates, and lead on poultry health, vaccinations, treatment, and biosecurity. Supervises effective climate, smart approaches to enhance crop supply for feed. S/he will be the main point of contact in engagement with the GoT’s Ministry of Livestock and Fisheries Development and Ministry of Agriculture. She will have the following specific duties and responsibilities;
- Build the capacity of feed millers to have a regular, consistent supply of feed ingredients (maize, soybean, alternatives) for their feed operations
- Provide education to feed millers on the importance of testing every batch of feed produced
- Train or coordinate training of feed millers with food safety, Good Manufacturing Practices (GMP) and Hazard Analysis Critical Control Point (HACCP) to enhance quality standards
- Promote GAHP and biosecurity risk management practices among poultry farmers
- Strengthen TVLA, VCT, and MLDF systems for detecting and reporting diseases
- Train public and private sector vets and animal health professionals on disease outbreaks, management, and prevention
- With the Digital Lead, strengthen the capacity of the Poultry Desk, DVS, MLDF and TVLA to develop a climate-sensitive, robust poultry disease monitoring and surveillance system.
- Provide support on animal health and production activities to improve sustainable poultry production and productivity related to animal feeds and feeding, breeds and breeding, animal health management, poultry housing, and waste management.
- Prepare and edit reports, manuals, and guidelines for animal health and animal feed.
Required Skills And Experience
- Degree in agriculture, Veterinary Medicine, Animal Health, Livestock feed, agronomy or a related area.
- Six years’ experience in animal health/husbandry practitioner in the poultry/livestock sector in the public or private sector.
- Prior experience in developing training curricula and materials; training knowledge preferred.

Position Summary
The Procurement & Administrative Assistant will work closely with Director of Finance and Administration, Grants and Compliance Senior Manager and Grants and Compliance Senior Officer. S/he will report to the Director of Finance and Administration, and will be responsible for planning, implementing and managing administrative and procurement related activities. S/he will also be responsible for managing communication and front office related activities.;
Administrative
- Perform day-to-day administrative activities with regards to standard operating procedures, resources, tools and quality standards.
- Working closely with program team, organize several workshops, seminars and meetings
- Maintain all administrative files including travel clearances/itineraries, visa requests, consultant transport and lodging information, and all other non-accounting related documentation
- Ensure security clearance, travel authorization, tickets etc for field visit of project official;

Procurement
- Assess procurement requirements, prepare procurement plans, draft specifications and initiate procurement process.

- Check quality of goods received and ensure that procured items are delivered properly as per specification as well as contract agreement and deal with performance evaluation of vendors;

- Upload all procurement documentation to project SharePoint and shared drive.

Qualification & Experience
- Bachelor’s degree in business administration or equally relevant field preferred.
- Minimum of two years of experience in working in procurement of commodities and services for a FCDO or other donor-funded projects preferred, ideally with experience in Tanzania

Job Summary
The DCOP will provide expertise on best practices, specific research, developing regulations, and local context. S/he will serve as the primary liaison with project technical leads, other implementing partners working in Tanzania, and LWR’s headquarters, and relevant project stakeholders fostering collaborative working relationships. S/he is responsible for the day-to-day direction of the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The DCOP will assume the responsibilities of the COP in the absence of the COP. S/he will take a technical leadership role in coordination with key stakeholders and other implementing partners, including numerous government institutions and representatives, the private sector, and civil society partners to ensure that agricultural transformation interventions contribute towards outcomes in line with regional and global best practices. Ensuring effective implementation of the project and working closely with the program implementing partners and the COP to ensure adaptive management of the project takes place will be key to the role. A collaborative mindset and willingness to invest in the long-term success of local institutions and entities (public, private, and civil society) also will be key. The DCOP will also ensure that all management and grants management systems, from technical to MEL to finance, actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project. S/he will contribute to ensuring compliance with Corus’s policies and procedures and USDA rules and regulations, including responsibility for ensuring sub-awardee and grantee compliance and monitoring the quality of program implementation. The competencies required to be successful in this position include a theoretical and practical understanding of poultry practices and market systems, personnel, project and grants management skills; the ability to motivate and lead technical teams; and the demonstrated ability to operate at advanced levels of authority and accountability for achieving results.
The position will be based in Mbeya, Tanzania and will report to the Chief of Party. The DCOP will be expected to visit project sites. Tanzanian nationals are highly encouraged to apply.
Key Roles & Responsibilities
- Provide overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe.
- Liaise with USDA, partners and other donors, as well as implementing partners, Government of Tanzania and private sector stakeholders, to ensure coordination of and harmonization with other relevant livestock response mechanism, private sector engagement, and USDA activities in Tanzania.
- Lead technical project teams to ensure program tasks, deliverables, and responsibilities are met; staff management includes hiring, supervising, and mentoring project staff.
- Oversee project deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into project implementation.
- Coordinate preparation of annual work plans, project activity updates, grants management, and other project-related communication and reporting materials.
- Ensure compliance with USDA rules and regulations, working with the headquarters grants and contracts team.
- Collaborate with the COP and HQ senior management team in support of maintaining project objectives, evaluate program effectiveness, and determine corrective action needed to achieve objectives
- Coordinate with key staff/component leads and partners in carrying out activities in accordance with the work plan and timelines for deliverables
- Provide technical leadership on one or more of the following topics: poultry productivity and processing, poultry feed, and access to finance, private sector investment, business model development for small-scale entrepreneurs.
- Support MEL team on the development of strong monitoring, evaluation and learning mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation
- Define strategy, iterate, and ensure sub-recipient partner buy-in and adherence to the overall technical approach and implementation
- Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international partner organizations towards program objectives
- Together with the COP and the technical implementation team, take a lead role in the development of the annual workplan and review of the existing performance monitoring plans; manage effective monitoring, evaluation, and reporting systems to achieve results; and liaise with internal and external program evaluation technical staff and consultants
- Supervise program staff and manage sub-recipient partners and grant recipients in coordination with the COP and the Grants and Compliance Senior Manger
- Build staff capacity through on-the-job training and mentoring in consultation with the COP
- In coordination with the COP, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed
Qualifications & Experience
- Master’s Degree (minimum), or a Doctorate (desirable), in agriculture with a focus on poultry, entrepreneurship, or other relevant field.
- Minimum of 8 years’ experience in the implementation and management of international donor/USDA or USAID funded projects, with knowledge and experience related to value chain development and market systems highly preferred.
- Substantial experience, combining building capacity and/or mentoring on these topics in a developing country context, preferably Tanzania.
- Demonstrated experience in developing and maintaining strong relationships with donors such as USDA or USAID, government agencies, other international donor agencies, and private sector stakeholders.
- Experience building the capacity and collaborating and coordinating with local and national host government agencies and non-government organizations to achieve USG’s goal of localization, and aligning program activities and results with national strategies.
- Demonstrated leadership and management qualities, including leading and motivating a multidisciplinary (technical, management, and evaluation experts) team for complex programs in resource-constrained countries; prior experience as a DCOP for USG-funded projects similar in scope and size is preferred.
- Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
- Knowledge of and experience with USG rules and regulations required.
- Deep knowledge of the political, social, and economic context of Tanzania required, with experience working in Tanzania preferred.

The Finance and Administration Director will lead the finance and administration team to ensure quality monitoring, management, and reporting on all USDA project funds, and oversees administration, logistics and office management for the implementation of the Kuku Biashara project based in Mbeya, Tanzania. S/he will ensure each financial or administrative transaction complies with terms and conditions of the donor, is in compliance with US Government rules and regulations for federal awards, meets local tax laws and other regulations, follows Corus’s policies and procedures, and is in alignment with approved budgets. S/he provides the COP with guidance on administrative and financial matters. Candidates should have strong experience in the areas of grant management, accounting and audits, as well as be an expert in US Government regulations related and Government of Tanzania regulations governing all aspects of financial and administrative management and oversight of development programs.
Position Summary
The Finance and Administration Director, based in Mbeya, will be responsible for overall financial management and compliance of the project. The position will ensure all records are audit ready, establish cost and financial fiscal controls, and enforce stringent international financial and auditing standards. S/He will review, and audit documents generated to ensure adherence to accounting practice and US government law, Corus’s policies and procedures as well as local labor laws and conditions.
Key Result Areas
- To ensure proper accounting of Corus assets and liabilities in accordance with accepted accounting practice and US government law.
- To ensure that systems and procedures relating to office administration and human resources management are in place and implemented in accordance with Corus policies and procedures.
Roles And Responsibilities
Financial Management and Accounting
- Develop annual budgets, activity budgets, and partner budgets for approval by the COP.
- Ensure all project costs are reasonable, allowable and allocable to the project.
- Monitor project budgets, spending, and communicate issues and make recommendations for action.
- Ensure all Corus and donor financial management, accounting, travel and other relevant policies and procedures are followed.
- Ensure that issues relating to taxes are addressed and all taxes are paid when due
- Ensure that transactions and reconciliations are properly recorded in MIP Fund Accounting system, working in collaboration with the finance and administration team by the monthly deadline.
- Prepare timely fund requests and reports to Corus headquarters.
- Manage required internal and external audit procedures, including preparation of terms of reference, assistance to auditors, and implementation of audit recommendations. Oversee timely and thorough sub-recipient financial support and monitoring are completed, including budget preparation and management, fund requests, compliance review, report submission and other relevant actions.
Administrative Functions
- Ensure sub-office leases are up to date.
- Oversee the procurement of project goods and services according to LWR policy and donor regulations. Verify the quality of goods and services delivered and that vendors are paid according to their contracts.
- Make sure that all property inventories accurately reflect the status of LWR assets at all times.
- Ensure new staff are onboarded and departing employees are offboarded according to LWR standards and local labor laws.
- Maintain personnel files including contractual documents, employee action forms, and performance evaluations.
- Oversee monthly payroll functions. Ensure administrative and residence formalities are in order for expatriate project staff.
- Oversee vehicle management (cars and motorcycles), including ensuring proper orientation and supervision of drivers, vehicle logs are accurate, registration and insurance are kept up to date, regular maintenance is carried out, and LWR and rental vehicles are used in the most efficient manner.
- Supervise support to sub-grantees to ensure their administrative functions complies with donor requirements, especially procurement and human resource management.
Qualification & Experience
- Graduate degree in accounting, finance and / or business administration (BAC + 4, or higher).
- Formal accounting certificate demonstrating attainment of top level of accounting skill.
- 8-10 years of experience in financial management and administration of development projects, with at least 5 years’ experience managing large US government funded projects.
- Experience with accounting/finance in an overseas field office on development projects with budgets over $20 million dollars.
