Job vacancy at Seaowl: Environmental and Biodiversity Field Supervisors (EBFS)

MISSIONS / SERVICE DIMENSIONS

* This EBFS role functions as support for the EACOP corporate entity and interfaces with the Project teams, contractors and subcontractors in the field, providing environmental and biodiversity support for EACOP field activities.

This includes:

  • Supporting Contractor environment and biodiversity management implementation oversight
  • Providing oversight and support for the implementation of environmental and biodiversity mitigation measures
  • Providing and interface between the environmental team and local authorities on environmental matters
  • Environmental Incident reporting & investigation
  • Environment and biodiversity Performance reporting
  • Persons from areas along the pipeline are encouraged to apply for this position, as this will facilitate interactions with local stakeholders.

 

ACTIVITIES 

Contractor oversight, inspection, monitoring, reporting and audit

  • Undertake environmental compliance and oversight activities as per the EACOP Integrated Management System (EIMS), Environmental and Social management Plans (ESMPs) and location – specific compliance requirements as appropriate and in collaboration with site construction teams, contractors and sub-contractors.
  • Ensure pre, during and post construction activities and monitoring are being undertaken in accordance with relevant documentation i.e., ESMPs, Supporting Management Plans and Contractor Implementation Plans.
  • Validate recommendations, commitments and studies from ESIA/Project Brief/Environmental Study/Legal Approvals etc. and ensure their coordination and implementation at project locations.
  • Provide advice, guidance and support to contractor teams on site throughout execution of works on site to ensure effective management of impacts.
  • Coordinate third party environmental compliance audits and inspections at site level.
  • Undertake period inspection, internal audits, and monitoring of onsite and off-site activities related to project, support findings closure.
  • Cooperate with other EACOP Project teams located in the field developing new compliance strategies and implementing environmental and biodiversity compliance requirements.
  • Ensure that field documentation related to compliance activities are maintained and up to date.
  • Identify non-compliances and provide feedback via formal process on any negative impacts and communicate these to EACOP Corporate HSE/ENV.
  • Ensure collection of site data required for all reporting requirements as per Contractor Control Plans and that environmental reporting obligations are implemented at local level for project activities.
  • Participate in environmental and biodiversity incident investigations ensuring effective action identification, follow up and close out.

* Stakeholder engagement, training and awareness

  • At field level, cooperate with partners, local authorities, local communities, and relevant organizations in managing environmental compliance and implementing the Biodiversity Strategy and related Action Plan (BAP) across all construction areas, main camps and pipe yards.
  • Assist with delivery of training packages on various environmental and biodiversity issues both internal and external parties at project locations.
  • Assist with the preparation and presentation of materials on environmental compliance and biodiversity management for stakeholder consultation meetings.
  • Participate in local awareness and education activities about Environmental and Biodiversity Management with Project teams on site, local authorities and local communities.
  • Be up to date with local perceptions of EACOP’s environment performance and anticipate risks.

 

ACCOUNTABILITIES

  • Supporting Contractor environment and biodiversity management implementation oversight.
  • Ensuring that measures to address the risks and minimize/prevent any negative impacts on Tanzanian wildlife and environment are implemented across all project locations: including: construction areas, main camps, pipe yards and associated facilities.
  • Centre of environmental and biodiversity expertise for EACOP.

 

QUALIFICATIONS AND REQUIRED EXPERIENCE

Professional experience: 

  • At least 8 year’s professional experience working in Oil & Gas or other extractive industry Environment & Biodiversity capacity with specific experience in implementing environment and biodiversity monitoring and enhancement activities and site reinstatement.
  • Significant experience working in Environment / Biodiversity matters for oil and gas or extractive industries with exposure to East African context.
  • Expert knowledge of East African biodiversity and reinstatement.
  • Experience in supervising and advising contractors in the safe execution of their duties.
  • Being familiar with Tanzanian environmental regulations.

Technical competencies: 

  • Bachelor degree in Environmental Management / Science or related field with a bias in biodiversity and restoration plus suitable experience.

Behavioral competencies: 

  • Excellent communication and interpersonal skills with a proven ability to develop and maintain good relations with a wide range of stakeholders.
  • Negotiation and conflict management skills.

Language: 

  • Fluent in English, (speaking, writing).
