Tanzania National Roads Agency (TANROADS) is responsible for the maintenance and development of the Trunk and Regional Roads Network in Tanzania Mainland. It is also responsible for conducting Axle Load Control Operations using weighbridge scales.

The Regional Manager TANROADS Kilimanjaro, on behalf of the Chief Executive TANROADS, is looking for qualified and competent Tanzanians to fill vacant posts available for the Project for Upgrading of Same-Kisiwani-Mkomazi (100.5 km) Road to Bitumen Standard; Lot 2: Ndungu-Mkomazi Section (36 km) in Kilimanjaro Region.

Position Title: Highway Engineer — 1 Post

(a) Entry Qualifications:
Must be a Tanzanian citizen who is a holder of a Bachelor Degree in Civil Engineering, or equivalent qualifications from a recognized institution. Must be registered with ERB as a Professional Engineer and have a current practicing license. Postgraduate qualification in Highway Engineering will be an added advantage. Must have a cumulative working experience of at least seven (7) years in road construction designs and/or supervision. Must have served as the Highway Engineer or equivalent capacity in at least two (2) road and bridges construction projects of similar nature and magnitude in the last 10 years. Proficiency in written and spoken Swahili and English is mandatory.

(b) Duties and Responsibilities:
i. To supervise conformity of contract conditions and specifications;
ii. To review existing design and identify any shortfalls and advise to the Resident Engineer appropriately during the construction period;
iii. To control geometric design conformity in the construction works, with considerations of best practice depending on site conditions;
iv. To inspect completed works in order to ensure compliance with technical specification requirements;
v. To prepare control charts of the main activities and a project master schedule, indicating both past performance and forecasts for completion including time involved in each case;
vi. To measure quantities of works satisfactorily carried out;
vii. To prepare and submit detailed progress report with updated cost of the civil works to the Resident Engineer; and
viii. To perform such other related duties as may be assigned by the Project Manager (PM).



Position Title: Works Inspector — Drainage/Structure — 1 Post

(a) Direct Entry Qualifications:
Must be a Tanzanian citizen who is a holder of a Bachelor Degree in Civil Engineering or equivalent from a recognized institution. Must be registered by ERB as a Graduate Engineer with working experience of at least three (3) years in a related field.

(b) Duties and Responsibilities:
i. Assists to review all structural drawings and reports for conformity to the applicable standard and specification;
ii. Assists to review, inspect, and approve all materials and completed works to ensure compliance with technical specification requirements;
iii. Assists to prepare mini progress report with updated cost of drainage works on a daily basis;
iv. To maintain site diary on a daily basis with the contents and format to be agreed by the Employer;
v. Perform such other related duties as may be assigned by Supervisor.



Position Title: Resident Engineer — 1 Post

(a) Entry Qualification:
Holders of a Bachelor Degree in Civil Engineering, or equivalent qualification from a recognized institution. Must be registered with ERB as a Professional Engineer and have a current practicing certificate. Postgraduate qualification in Civil Engineering will be an added advantage. Must have a cumulative working experience of at least ten (10) years in road and bridges construction designs, supervision, and contract management/administration under FIDIC Conditions of Contract. Must have served as the Resident Engineer or equivalent capacity in at least three (3) road construction projects of similar nature in the last 10 years. Proficiency in written and spoken English is mandatory.

(b) Duties and Responsibilities:
i. Shall head the site staff and shall be responsible for all technical and administrative aspects on site;
ii. To supervise the Contractor at site and force account operations;
iii. To manage work plans for the project;
iv. To manage quality control;
v. To manage project contracts;
vi. To prepare monthly progress reports for the project;
vii. To process contractor invoices and facilitate payments;
viii. To prepare and attend regular site meetings and prepare minutes;
ix. To monitor implementation of social and environmental impact mitigation measures during the construction of the works in consultation with the Environmental Specialist of TANROADS;
x. Keeping updated all records including reports, works diaries, correspondences, instructions given to contractor(s), test records, measurement and quantity calculations, payment records, and all other relevant documents pertaining to the works operations and supervision contracts; and
xi. To perform such other related duties as may be assigned by the Project Manager (PM).

Terms of Service:

  • The Terms of Employment: Specified Contract for 1 year
  • Salary: TANROADS Salary scale with other site allowances as per TANROADS Incentive Policy.
