Job Summary:
We are seeking a qualified and experienced HSE Professional to lead the development, implementation, and management of health, safety, and environmental (HSE) policies, procedures, and ISO certifications across our diverse portfolio of businesses. The ideal candidate will ensure compliance with Tanzanian HSE laws, including OSHA requirements, promote a culture of safety, and drive operational excellence in health, safety, and environmental standards.
The role spans multiple sectors, including construction, logistics, heavy machinery repairs, warehousing, clearing and forwarding, and security services. The successful candidate will play a critical role in aligning HSE strategies to our varied business operations and fostering a safe and sustainable work environment.
Key Responsibilities:
- Compliance with Tanzanian HSE Regulations:
- Ensure full compliance with Tanzanian Occupational Safety and Health Authority (OSHA) requirements, Environmental Management Act (EMA), and other local HSE regulations.
- Obtain and maintain required permits, licenses, and certifications in line with Tanzanian laws.
- Liaise with Tanzanian regulatory authorities, including OSHA, NEMC, and fire authorities, to stay updated on legal changes and ensure organizational compliance.
- Conduct regular compliance audits, inspections, and risk assessments to identify gaps and implement corrective actions.
- ISO Certifications:
- Lead the process of achieving and maintaining ISO certifications, including ISO 45001 (Occupational Health and Safety), ISO 14001 (Environmental Management), and ISO 9001(Quality Management).
- Conduct gap analysis, develop action plans, and coordinate with all departments to meet certification requirements.
- Develop, document, and update HSE-related policies, procedures, and manuals to align with ISO standards and Tanzanian laws.
- Train employees and management on ISO processes and ensure company-wide adherence.
- Health, Safety, and Environmental Management:
- Develop, implement, and monitor comprehensive HSE programs tailored to each business activity.
- Conduct risk assessments and hazard identification across all operations, ensuring corrective and preventive measures are implemented.
- Promote a safety-first culture by implementing regular training, toolbox talks, and awareness programs for employees and contractors.
- Establish and enforce emergency response plans, including evacuation drills, fire safety procedures, and first aid preparedness.
- Oversee the procurement and maintenance of safety equipment such as PPE and firefighting systems.
- Industry-Specific Safety Implementation:
- Construction: Ensure safety compliance on construction sites, including PPE use, machinery operation, scaffolding safety, and site-specific protocols.
- Inland Container Depots & Warehousing: Manage safe handling of goods, storage, and transport while addressing fire, chemical, and ergonomic risks.
- Heavy Machinery Repairs: Establish safety standards for machinery operation, maintenance, and repairs to minimize workplace accidents.
- Clearing and Forwarding: Ensure safety in the movement and handling of goods, addressing risks in logistics and customs processes.
- Security Services: Develop safety procedures for the security team, including safe handling of equipment and emergency response protocols.
- Monitoring and Reporting:
- Conduct regular HSE audits, inspections, and reviews to identify gaps and recommend improvements.
- Maintain records of incidents, near-misses, and safety violations, ensuring timely investigations and reporting in line with OSHA standards.
- Prepare and present detailed HSE reports to management, highlighting trends and suggesting solutions to improve performance.
- Stakeholder Engagement:
- Collaborate with internal and external stakeholders, including clients, contractors, and Tanzanian regulatory authorities, to ensure compliance and promote best practices.
- Act as the main point of contact for HSE matters during client meetings, audits, and inspections.
- Continuous Improvement:
- Monitor industry trends and advancements to enhance HSE policies and procedures.
- Develop innovative solutions to mitigate risks and improve safety, environmental sustainability, and operational efficiency.
Qualifications and Requirements:
- Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
- Professional certifications such as NEBOSH, NOSHC-1 or NOSHC-2, IOSH, or equivalent.
- Tanzanian OSHA certification or proven knowledge of OSHA requirements.
- Proven experience in HSE management, preferably in multi-industry environments such as construction, logistics, and heavy machinery.
- Knowledge of ISO standards and experience in leading ISO certification projects.
- Familiarity with Tanzanian HSE laws, including Environmental Management Act (EMA), Fire and Rescue Force Act, and other relevant regulations.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication and interpersonal skills to engage employees at all levels.
- Proficiency in Microsoft Office Suite and HSE management software.
