ROLE PURPOSE:
The Tuwekeze Pamoja Programme Officer (schools-focused) takes the responsibility of operationalizing the schools-based intervention of the Tuwekeze Pamoja programme in Songwe region. The post-holder will be expected to lead the day-to-day delivery of the schools-based invention that aims to increase pre-primary teacher capacity, improve the learning environment, and foster supportive school management that understands the important role of pre-primary and early learning. This includes working closely with local government officials (ward education officers, district officials), pre-primary and primary school teachers, school leaders (head teachers, deputy head teachers, school academic teacher, school management committees), as well as Program Officers from SCI and the project partner, ADP, who coordinate the community-based intervention. The post-holder will be responsible for overseeing the cascading of training, mentorship, and coaching, and ensure that programme activities are on-track in the 41 schools in Mbozi in which we operate. Reporting to the Tuwekeze Pamoja Senior Programme Coordinator, the post-holder will also liaise with the TP Programme Manager, Education Specialist, and Child Protection Specialist based in SCI Dar es Salaam on technical matters relating to the project activities.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. We currently have an operational presence in Shinyanga, Zanzibar, Songwe, Kigoma, Dodoma, Singida, Rukwa, Morogoro and Iringa. We also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $14.5 million

Reports to: the Comic Relief Senior Programme Coordinator.
Dimensions: Maintains strong linkages with the Tuwekeze Pamoja officers (community-based), MEAL officer, and the project partner, ADP Mbozi project officers.
Key External Relationships:
Local Government Authorities, Development Partners in the Region, and close ties with ADP Mbozi, the partner for Tuwekeze Pamoja in Mbozi.

PROGRAMME OVERVIEW:
The programme is researching the impact that a series of low cost interventions to support children from conception to the end of Standard 2 will have on their learning outcomes. This includes:
  • The impact of parenting support on children’s development and school readiness at each of four key measurement points: age three and on to entry to pre-primary (in Phase 1) and on to entry to primary school and at the end of Standard 2 (Phase 2).
  • The impact of school and teacher focused interventions on children’s learning at 2 key measurement points: end of pre-primary and end of Standard 2.
  • In addition there will be community based interventions promoting improved nutrition and child health and cognitive development of the child.
  • Systems level interventions that include changing the discourse around caregivers’ roles and creating enabling environments for children’s development and reduction of violence in homes, communities and schools.
  • Engaging Local Government Authorities in programme design and oversight and using research and learning to influence decision making and planning.
The two outcomes from the programme are:
  • Children have improved learning outcomes in literacy and numeracy at end of Standard 2.
  • Government and development partners support effective allocation of resources, and adopt strategies in early childhood and basic education that improve the learning outcomes of all children.

KEY AREAS OF ACCOUNTABILITY

Under the direction of the Tuwekeze Pamoja Programme Manager and the Programme Coordinator, the Schools Officer will be responsible for:
Project Activity Implementation
  • Carry out training/ mentor activities to Ward Education Officers, pre-primary and primary teachers, and school leaders as per the project detailed implementation plan- this may involve conducting trainings over the weekends from time to time
  • Overseeing peer-to-peer learning groups of teachers, ensuring teachers are able to meet for the peer learning, have a space for conversation and activities, and available to support questions/ concerns that arise or demonstrate techniques from the training
  • Support Ward Education Officers in their role as mentors/coaches to teachers, including through ensuring they can conduct constructive classroom observations, understanding the teacher competency development materials, and offer support to teachers in their wards on a regular basis
  • Support the implementation and monitoring of ‘Core Plus’ violence free activities which will be undertaken in only 4 of the 8 wards
  • Prepare and submit monthly, quarterly work plans and reports in accordance with the agreed schedules with the Tuwekeze Pamoja Senior Coordinator
  • Sensitize key stakeholders at the ward and village level about the Tuwekeze Pamoja activities
  • Be available to support colleagues in the community-based intervention, if necessary
  • Provides ongoing advice, technical support, and capacity building to school leaders to enable them to full their roles in supporting strong pre-primary at the school level
  • Coordinate with the project partner, ADP Mbozi, to strengthen the collaboration and smooth implementation of activities, together with SC Programme Officers, especially those in the same area of operation
  • Highlight early to the Tuwekeze Pamoja Senior Coordinator and Programme Manager any potential constraints to implementation of the project
  • Represent Save the Children in relevant District, Ward and village-level meetings, including parent teacher meetings or relevant government meetings. 

Programme Monitoring, Assessments, Evaluations and Reports
  • Support data collection for evaluations/ assessment studies, including at baseline, midline, and end line
  • Support data collection for regular monitoring activities, including post-testing and monitoring of teacher competency-levels, assessments of student progress
  • Refine, as necessary and in collaboration with MEAL staff, schools monitoring tools and support data collection and entry of these tools into the DCIRIS, online MEAL platform
  • Monitor progress of the project against agreed project targets and indicators
  • Share case studies, human interest stories, documentaries, and other related materials with the project management and MEAL teams
  • In collaboration with the other Tuwekeze Pamoja team members, develop and track Quality benchmarks for the project and regularly collect QBMs for monitoring.

Accountability and Organisational Learning
  • In collaboration with other Tuwekeze Pamoja team members, participate in learning activities such as planning for Tuwekeze Pamoja programme review workshops, prepare lessons learnt, etc
  • Participate in organizing activities that promote participation of beneficiaries and children in monitoring and evaluating Save the Children’s TP project
  • Provide feedback on monthly action plan trackers and accountability databases, taking relevant measures to implement action points
  • Collect and manage complaints and feedback in close collaboration with MEAL team and ensure correct entry and tracking in the DCIRIS system
  • Ensure complaint responses are provided to complainants on a timely manner and collect their feedback after response is provided
  • Identify and document key lessons learnt from the project

Representation and Advocacy
  • Explore opportunities that Save the Children’s work is implemented with efforts of other agencies and government, advocating for the specific needs of children
  • Ensure that Save the Children’s work is coordinated in collaboration with SC sector teams to strengthen programming and impact for children
  • Provide appropriate information of TP programme to facilitate the effective engagement with donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a partner of choice in Tanzania and in Mbozi specifically
  • Demonstrate and practice behaviours that develop a sense of organizational culture that reflect our dual mandate values, promotes accountability and high performance encourages a team culture of learning, creativity and innovation, and emancipates TP project team to deliver outstanding results for children and excellent customer service for our members and donors.

Child safeguarding
All staff have an obligation to ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct, and related policies. They must conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives- which includes reporting suspicions of child abuse. QUALIFICATIONS AND EXPERIENCE
  • Degree in Education, Social Sciences, International development, social development or equivalent
  • Minimum three years practical experience delivering schools or community based activities in a non-government organisation or other development institution
  • Demonstrable track record in facilitating and conducting trainings to groups of people
  • Expertise in the thematic area of Education/ECCD and/or Child Protection will be considered a strong asset as well as practical knowledge of child participation methodologies.
  • Person passion and commitment to the elimination of violence against women and children in all forms, and the provision of basic education to young learners
  • Ability to write clear project reports
  • A high level of written and spoken Kiswahili and English is essential, knowledge of other local languages spoken in Mbozi district, such as Kinyiha, is desirable. Experience working in multicultural, multi-location, values driver teams
  • Computer literacy, particularly in Word, Excel and power point, information communication technology literate
  • Experience in planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Ability and willingness to dramatically change work practices and hours and work with diverse community beneficiaries
  • Commitment to and understanding of Save the Children’s aims, values and principles
