ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as a Geographic Information Systems (GIS) Expert - Tanzania. The incumbent will will provide technical expertise for in-depth geospatial analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. S/he will work with the Project Director and other technical leads to design and maintain geodatabases to conduct spatial analyses. S/he will provide support in this area to the donor, the Ministry of Health (MOH), and the ICAP project team.
ICAP seeks highly qualified and experienced candidates to fill the Geographic Information Systems (GIS) Expert position by December 15, 2019. The successful candidate will hold an advanced degree in Geography, Geographic Information Science or related field, and a minimum of five (5) years of experience in working with GIS, GPS, geospatial data, and relational database management systems (RDBMS). S/he will have demonstrated knowledge of best practices for cartographic design, metadata documentation, and projected coordinate systems, and will be proficient in geospatial and statistical methods and analysis.

The incumbent will have a demonstrated track record working with issues related to HIV/AIDS in resource-limited settings. The GIS Expert will also be proficient using ESRI ArcGIS Online and ArcGIS for Server, and s/he will have advanced proficiency in ESRI ArcGIS for Desktop. Proficiency in SAS, STATA, or R statistical software is preferred.

The incumbent will be responsible for developing and implementing a strategic vision for electronic systems used to collect, manage, analyze, report, visualize, and disseminate data collected for ICAP’s proposed project in Tanzania. The HMIS Specialist will oversee and participate in the creation, maintenance, and advancement of project applications and health information systems (HIS); oversee the activities of the informatics teams; and work with end users to deliver technical solutions that meet their requirements.

ICAP seeks highly qualified and experienced candidates to fill the HMIS Specialist position by December 15, 2019. The successful candidate will hold an advanced degree in Computer Science, Health Informatics, Data Analytics and Visualization, Public Health or related discipline. S/he will have a minimum of five (5) years of experience in design and implementation of health information systems in resource-limited settings.

The incumbent will have a demonstrated track record working with SQL, HTML, Java Framework and tools, Microsoft Office Applications, PHP, and database-driven website development. The HMIS Specialist will also have experience with HIS development, including developing tools that incorporate analytic visualization methodologies (e.g., trend charts and maps); experience working with large, health-related datasets; and experience presenting data in a variety of tabular and visual formats.

S/he will have experience working with CDC, PEPFAR, USG, or other bi-lateral donors.

The incumbent will be responsible to oversee the overall implementation of the FIKIA project in the regions of Geita, Kagera and Kigoma. S/he will work closely with the Director of Prevention Services and directly oversee the regional program offices/teams in the respective regions.

The incumbent must be a Medical Doctor (MD) or posses an equivalent degree from a recognized academic institution. Possessing a Masters Degree in related discipline such as Public Health will be an added advantage. S/he must have a minimum of four years' relevant working experience in a Managerial level and two or more years’ experience directly supervising/managing multidisciplinary teams of at least ten staff, with demonstrated skills in leading teams of professionals.

S/he must posses strong computer skills  such as MS Excel, Access, Word, and Power point. S/he must have a demonstrated knowledge on HIV and AIDS prevention, care and treatment and, Strong ability to liaise with external stakeholders and government officials.
