Job Description

PATH is implementing a CDC-funded program titled “Strengthening the Government of Tanzania’s Capacity to Develop, Implement, and Use Digital Health to Achieve HIV/TB Epidemic Control through Interoperable Information Systems, Governance, Quality Improvement, and Workforce Support under PEPFAR”. The project’s goal is to increase the ability of health information systems (HIS) to support high-quality patient-centered services, data quality, and subsequent use at all levels to achieve current and emerging health sector objectives. The project will work closely with the Government of Tanzania (GOT) and health system stakeholders to organize the building, implementation, and scale-up of Tanzania’s HIS and manage vendors/sub-partners to support the evolution and integration of the national HIS. The project will increase ability of systems to support use of data from linked systems, support patient-centered clinical services, and use of data for monitoring and programmatic decision-making.

The Data Use and Capacity Building Lead will be responsible for providing technical leadership project capacity building activities and provide technical leadership for the cultural transformation, identify and implement strategies to facilitate behavior change among healthcare workers at all levels and foster generation and use of high-quality data to make evidence-based decisions. The Data Use & Capacity Building Lead will be a part of the Senior Management Team and report to the Project Director. This position is based in Dar es Salaam, Tanzania.

Duties and Responsibilities:
Data Use
  • Lead the development of a cascaded training curriculum for data use for decision making and strategies to support and sustain data use interventions at all levels of the health system
  • Lead the identification and support the development and field testing of data use interventions, new tools, curricula, and methods for improving the use of data, especially the integration of digital technology approaches into the data use aspects.
  • Support and coordinating the design, testing, and development of interventions to foster behaviour change on the use of data for evidence-based actions.
  • Work in close collaboration with other partners to influence the use of data for early detection of epidemics at all levels.
  • Work with stakeholders to identify key programmatic decisions, conduct data analysis, and disseminate the data using audience-appropriate communications strategy.
  • Develop data use tools and approaches to address identified data and information needs.
  • Ensure data developed data use products meet prevailing standards, client needs and HIV/TB program strategic objectives and goals
Capacity Building and Training
  • Build capacity of training institutions on data use practices for sustainability of data use practices in the country.
  • Identify data use champions and further train and develop their capacity as leaders for improving data use.
  • Provide technical support in the development of scaled and sustainable strategies to conduct basic data analysis, synthesize and visualize data, and communicate findings.
  • Support technical staff to understand and effectively carryout MEL functions
  • Ensure quality of data, consistency and adherence to standards and best practices for M&E across the project, including routine data quality audits, privacy and security
  • Develop and oversee data flow structure for the project, to ensure timely data collection and reporting

Monitoring Evaluation and Learning
  • Provide leadership and direction on MEL to ensure the project achieves its goals and corresponding objectives and target
  • Lead the design and implementation of the project EPMP, DMP and information system.
  • Develop and institutionalize rapid data collection, analysis, review and feedback cycles to ensure use of monitoring and evaluation data for timely decision making and evidence-based project planning and implementation.
  • Oversee and/or conduct evaluations and operations research including design, data collection, management and analysis
  • Develop and maintain systems to collect, store and analyze information on inputs, outputs, outcomes and impact of the program.
  • Lead results reporting to CDC (and PATH) by consolidating periodic progress reports as per PEPFAR indicators and other ad hoc reporting as appropriate.
  • Promote learning and knowledge sharing of best practices and lessons learned both internally and externally.
  • Foster strategic MEL relationships and alliances with other CDC-funded and PATH projects, government and represent MEL activities in public and professional circles through meetings, conferences, and presentations
  • Coordinate government, PATH and partner MEL staff to disseminate and use M&E information including writing manuscripts and supporting publications

Required Experience
  • A Master’s degree with a major in Computer Science, Data Science, Epidemiology, Statistics, Health Informatics, and/or a related discipline.
  • Minimum of 10 years relevant professional work experience, 5 of which should be at senior management level.
  • Demonstrated experience working closely and successfully with the GOT.
  • Substantial experience in and knowledge of the health sector in Tanzania.
  • Experience organizing and facilitating meetings; adept at bringing diverse opinions together to achieve consensus and drive results.
  • Excellent interpersonal skills, and the ability to develop and maintain effective working relationships and interact persuasively with government officials at all levels, donors, partners, and relevant stakeholders.
  • Good and proactive organizational, prioritization, and workload management skills.
  • Excellent IT skills, including experience of Microsoft Office Products (Word, PowerPoint, Excel, Outlook).
  • Ability to work without direct supervision and on own initiative.
  • Excellent oral and written communication skills in English and oral communication skills in Kiswahili.

Must have legal authorization to work in Tanzania.
