About the Job: IMA World Health is seeking a Finance and Administration Director to lead the monitoring of an anticipated USAID-funded Regional Multi-Sectoral Nutrition activity in Tanzania (Njombe, Iringa, Rukwa, Songwe, and Kigoma). The 5-year project with focus on 1) increasing coverage of quality nutrition services at health facilities and within communities; 2) improving consumption of safe, nutritious foods; and 3) increasing capacity of district level councils to utilize data, plan, budget and deliver quality nutrition services.
The Finance and Admin Director will manage financial planning, annual budgeting, and award reporting. S/he will ensure cost-conscious, efficient spending and compliance with all USAID regulations, including financial reporting requirements. The Finance and Admin Director will work with the procurement team for the procurement of equipment and supplies for the project in compliance with all USAID regulations.
S/he will develop and oversee the implementation of policies, procedures, and systems for administration and financial support services, while at the same time ensuring that the project’s support interventions comply with national and international standards, Corus International internal policies and procedures, and USAID financial compliance standards and regulations. In addition, s/he will be responsible for financial management and review of project sub-contractors, and provide oversight of project operations, procurement, and logistics.

Key Responsibilities:
- Oversees all aspects of project financial management and operations, including financial and accounting systems implementation; forecasting; budgeting; procurement; payroll expenditure tracking; and financial reporting and grants under contract (GUC) management.
- Prepares periodic financial reports to headquarters finance and ensures timely submission to USAID per award requirements.
- Report to IMA HQ International Finance Director and the Chief of Party on matters including, but not limited, to: operational field accounts, bank reconciliation/statements, office advance requests, and other day-to-day project administration issues
Financial:
- Develop annual workplan budgets; oversee effective budget planning; develop and implement budgeting and financial reporting processes to meet project financial management, forecasting, and USAID award reporting requirements.
- Ensure project expenses are reasonable, cost-effective, and comply with USAID procurement rules and regulations, support donor auditing procedures.
- Ensure that award deliverables are achieved within budget while effectively managing fiduciary risk within the project as well as downstream among sub-recipients and suppliers; promptly advise the Chief of Party of all potential fiduciary risks; develop monitoring and troubleshooting strategies to address risks and financial management.
- Validates and approves all financial transactions.
- Oversees the maintenance of financial records and ensures there is appropriate supporting documentation.
Contractual:
- Draft, review, and negotiate contracts (including service agreements, purchase orders, etc.), ensuring all required contractual terms and conditions are included while obtaining the best value to the project.
- Support grants under contract mechanisms and monitor sub-recipient to ensure sound financial management, operations, and compliance; contribute to capacity building of local partners in administration and financial management.
Procurement and Travel:
- Initiates procurement of office space, office equipment, vehicles, and other items, in compliance with USAID procurement regulations.
- Support logistical operations, including transport and staff travel requests and payments.
- Oversee project financial deliverables, including ensuring report preparation and high-quality timely submission.
- Direct preparation of annual work plan budgets, and other project-related communication and reporting materials
- Ensure compliance with USAID rules and regulations
Qualifications:
- Minimum of a Master’s degree (or international equivalent) in business administration, finance, accounting, or related field; additional accounting certification preferred (e.g., AICPA, Association of Chartered Certified
- Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), etc.)
- Minimum of eight years of progressively responsible administrative and financial management experience on donor-funded international development projects, including financial and accounting systems development, financial monitoring, budget development and analysis, procurement, operations and logistics, IT, and human resources management and administration.
- Minimum of six years of leadership/supervisory experience managing finance, accounting, operations, and administrative staff and teams.
- Extensive experience in financial management of USG-funded projects of similar scope and size; strong understanding of USG compliance rules and regulations (including FAR/AIDAR acquisition regulations) and
- Cost Accounting Standards; demonstrated experience with USAID/USG financial reporting requirements.
- Experience overseeing project operations, procurement, and logistics; extensive experience in the development and management of large project budgets.
- Experience overseeing management of sub-grants or sub-contracts.
- Knowledge of and experience with USAID rules and regulations required
- Deep knowledge of the political, social, and economic context of Tanzania required, with experience working in Tanzania preferred
- Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse partners

The Deputy Chief of Party will provide overall technical leadership and operational oversighted for the anticipated activity. S/he will take a leadership role in ensuring technical and administration implementation of high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. The DCOP will assume the responsibilities of the COP in the absence of the COP. S/he will take a technical leadership role in coordination with key stakeholders and other implementing partners, including numerous government institutions and representatives, the private sector, and civil society partners to ensure that regional nutrition interventions contribute towards outcomes in line with national and global best practices. Ensuring effective implementation of the project and working closely with the program implementing partners and the COP to ensure adaptive management of the project takes place will be key to the role. A collaborative mindset and willingness to invest in the long-term success of local institutions (public, private, and civil society) also will be key.

Key Responsibilities:
- Collaborate with the COP and senior management team in support of maintaining project objectives, evaluate program effectiveness, and determine corrective action needed to achieve objectives.
- Provide advice to regional and district level GOT personnel and facilities on nutrition constraints and options for achieving performance improvement and proposed interventions that may impact the systems.
- Work with national, regional and district GOTpersonnel to create action plans for implementation of project activities and tools for monitoring performance; to refine policies and accountability tools for health financing; and to advise on human resources allocation, training, and deployment.
- Coordinate with key staff/component leads and partners in coordination of activities at the national, regional and district level activities in accordance with the work plan and timelines for deliverables.
- Provide ad hoc training and mentoring, including conducting site visits to support technical teams addressing nutrition issues.
- Work collaboratively with project team and headquarters staff to assure proper technical reporting, spending, and compliance.
- Provide inputs on systems indicators relevant to project performance and work closely with the M&E Manager to track project performance in project sites.
- Liaise and coordinate with MOH, professional associations, civil society, CBOs and technical working groups to devise strategies, policies, and approaches for improving nutrition.
- Support development of strong monitoring, evaluation and learning mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation.
- Define strategy, iterate, and ensure consortium partner buy-in and adherence to the overall technical approach and implementation.
- Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international partner organizations towards program objectives.
- Together with the COP and the technical implementation team, take a lead role in the development of the annual workplan and review of the existing performance monitoring plans; manage effective monitoring, evaluation, and reporting systems to achieve results; and liaise with internal and external program evaluation technical staff and consultants.
- Supervise program staff and manage consortium partners and grant recipients in coordination with the COP.
- In coordination with the COP, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed.
Qualifications:
- Postgraduate degree in medicine, nursing/midwifery, or public health
- At least seven (7) years of demonstrated experience in managing and supervising a large consortium and staff team of both international and expatriate staff, as well as local or international partner organizations
- Experience managing large, complex donor-funded international development programs required; experience managing USAID health/nutrition projects of similar size and complexity to this activity a significant advantage
- Demonstrated technical experience in one or more of the following areas: health systems strengthening, community health programs, malaria, tuberculosis, HIV/AIDS, health systems strengthening, gender-based violence/child protection, maternal and child health, family planning/reproductive health, and/or clinical and critical care services.
- Working knowledge of and prior experience with USAID awards
- Proven ability to work with government officials, international partners, MOH personnel and local health staff, and other local stakeholders in the design and implementation of health programs; experience with faith-based organizations preferred

Job Title: Monitoring, Evaluation and Learning (MEL) Director
About the Job: IMA World Health is seeking a Monitoring, Evaluation and Learning (MEL) Director to lead the monitoring of an anticipated USAID-funded Regional Multi-Sectoral Nutrition activity in Tanzania (Njombe, Iringa, Rukwa, Songwe, and Kigoma). In coordination with the Chief of Party, the MEL Director will design the project’s MEL Plan and Performance Measurement Plan. S/he will be responsible for designing and leading the development and day-to-day supervision of an MEL system to track data of the project performance framework targets and indicators to measure progress toward project objectives and expected results. The MEL Director will ensure quality routine data collection, data entry, data analysis, and timely reporting, under the project Performance Measurement Plan, inclusive of subcontractor data collection. The MEL Director will oversee routine data quality assurance exercises and participate as needed in MEL supervisory visits with USAID, the Ministry staff, with the focus on improving monitoring systems, data quality and data use at project sites. Coordinating closely with project staff, partners, and other key stakeholders, the MEL Director oversees the data and project analysis, interpretation, and tracking of all project data as well as documents and disseminates lessons learned, best practices, and other project deliverables.

Qualifications:
- Master’s degree in statistics, monitoring and evaluation, demography, social science, mathematics, economics, or relevant discipline. Significant study in the nutrition field, international development and/or program monitoring and evaluation preferred.
- At least eight years of experience in the design and implementation of MEL in development projects implemented by national/international NGOs, preferably in nutrition.
In-depth understanding of and expertise in USAID nutrition indicators, performance monitoring plans and reporting. - Demonstrated experience in designing tools and strategies for data collection, analysis, and production of high-quality reports.
- Demonstrated experience in analyzing data using statistical software.
- Experience working with USAID funded projects in M&E capacity
- Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
